ROAD SPECIFICATIONS
Duchesne County has 320 paved roads and over 700 miles of gravel
road to maintain each year. We have 24 employees, made up of truck drivers, operators,
mechanics, secretary and a supervisor.
In the winter we are kept busy with snow removal, crushing natural
asphalt, and building up roads for summertime paving. In the summer we grade and patch
roads, crush gravel, cut weeds along roadsides, oil and gravel roads.
We are very fortunate to have our own County owned natural asphalt
pit. Tarsands heals itself when it is warm so crack sealing is not required. This is a
great savings for tax payers.
The Road Department owns 30 pieces of equipment which consists of,
end dumps, belly dumps, graders, back hoes, loaders, dozers, scrapers, water trucks and
paving equipment.
PERMITS
Crossing Permit: Whenever anyone needs to
install anything across or along side a county road, a permit will need to
be issued. Click here for more information on how to obtain a permit.
Approach Permit: Whenever anyone needs to
install anything in the road right of way, along side of road or across the road.
Whenever any one needs to install anything across or along side a
county road, a permit will need to be issued. A $75.00 non-refundable fee is charged
with every permit issued To cross pavement it is $1,000.00. To cross dirt it is $500.00.
After two years the cut is inspected and if found in satisfactory condition the money is
returned. You may pay with a check or bond. Please supply us with the following
information: Name and address of Company or person applying for the permit,
Location of crossing, and why you are crossing the road. Permits may be
picked up at the Duchesne County Road Dept. Approach and cattle guard permits
also have a $75.00 non refundable fee. These may also be pick up at the Duchesne
County Road Dept. On the back of each permit are the requirements that must be
carried out at the time of the crossing.
APPROACH PERMITS
Anyone who will need to install anything in the road right of way,
along the side or across the road, will need to obtain an approach permit. A $75.00
non refundable fee will be charged for the permit. Approaches will need to be
inspected and approved by the road supervisor before and after construction.
You may obtain the permit at the Duchesne County Road Dept.

SIGNS
Signs are very important to the safety of all of us. When a
sign is damaged or stolen every one is at risk. The small green and white street
signs, also known as E-911 signs are the only way emergency personnel have of finding an
address. If these signs are damaged or missing it may mean the difference between
life or death for some. Our County Commissioners have authorized payment of $750.00
as a reward for information leading to the arrest and conviction of person's damaging or
destroying County Road signs. If you see a sign that is damaged, or if there
is no sign where there should be one, please call (435) 738-2468 and let us know.
Let's all do our part to help stop this problem.
The Road Department works very hard to keep our roads in good
condition. We feel that we are a vital resource to the County.

ROAD
SPECIFICATIONS
Owing to the many varied soil conditions within the county, the
following general specifications for road construction shall be taken as a guide only and
reflect a minimum construction standard. Actual conditions shall be reviewed by the
County Road Supervisor at the time of construction and appropriate design applied to the
specific site.
(1) Materials:
Contractors doing work covered by this section shall submit to the County Road
Supervisor for his approval the following materials prior to construction:
a. Gravel Base Course
b. Source
c. Bituminous Surface Course
d. Source of Aggregate
All materials shall be from approved sources and all mixes shall be prepared in accordance
with approved proportions. Unsuitable material shall be removed and replaced with a
suitable material.
(2) Subgrade
The subgrade shall be shaped and compacted in reasonable close lines, grades and
typical cross sections according to plans approved by the County Road.
The sub-grade shall be compacted. Soft and yielding spots which do not compact to
the specified density shall be removed and replaced with suitable material.
(3) Base
Base course shall consist of natural gravel, crushed gravel, or crushed rock with
approved gradation. The minimum thickness shall be (6) six inches by twenty-four
(24) feet wide travel surface with; three (3) foot shoulders on each side. No
material with a plasticity index greater than six (6) shall be used. The mineral
appreciate shall be placed on a compacted sub-base, water added and mixed to provide a
moisture content at or near the optimum and then compacted. The total thickness
shall be reasonably close to that shown on the approved design section. Base shall
be finished to a smooth uniform line and grade.
(4) Bituminous Surface Course
(when appropriate)
The bituminous surface course shall consist of a mixture of mineral aggregate and
bituminous binder as supplied by an approved asphalt contractor.
The bituminous surface mixture shall be spread and struck off is
such a manner that the finished surface shall conform to the grades and cross sections as
previously approved.
After the mixture has been spread the surface should be rolled in a
longitudinal direction commencing at the outside edge of the lower side and proceeding
towards the higher side, each pass, of the roller overlapping by the preceding pass at
least one-half of the width of the roller. Thickness shall be reasonably close to
the specified thickness after compaction. No bituminous surface course shall be
placed when the temperature of the air or road bed id fifty (50) degrees Fahrenheit or
below, or during rainy weather, or when the base is wet.
(5) DRAINAGE CULVERTS
Drainage culverts shall be installed in all natural drainage channels and shall be large
enough in diameter to permit storm water generated from a "twenty five year
storm" to flow under the road.
(6) CLEAN UP
The construction site shall be left in a clean and tidy condition following
construction.
