Peatross called the meeting to order at 5:02 p.m.
Plat Amendment:
Dave Jessup is requesting to amend Lot 1 of the Charles Hansen
#2 Subdivision Section 30, Township 1 South, Range 3 West.
Located east of Altamont.
Vice-Chairman
Peatross asked for the staff report.
Mike Hyde stated
that in September of last year the County approved the Charles
Hansen #2 Subdivision, which was a 5½ -acre parcel at the corner
of 15000 West and 4000 North east of Altamont and just west of
the little carwash on the Bluebell Highway. Mr. & Mrs. Alex
Arnold have built a home on the 1-acre parcel, which would leave
a 4½-acre parcel that the Jessup’s would like to build a home
on. At the time they did this subdivision there was only one
Upper Country water connection and now they have obtained
another connection for this 4½-acre parcel. Mr. Hyde stated that
the County has received a letter from Tri-County Health
Department stating they have been approved for a wastewater
system and so it looks like all the requirements for an amended
plat have been met and we are recommending that you send this to
the County Commissioners with a recommendation to approve. Mr.
Hyde stated that Kent Dastrup was the only one to call in to
inquire about this and his concern was that he owns farm ground
just north of this subdivision and his irrigation water may run
onto this property. Mr. Hyde recommended that the two property
owners get together to work out a solution and from my
understanding they are making some provisions to address this
problem. Commissioner Fabrizio asked what the minimum acreage
was there for a home. Mr. Hyde stated that it is a 5-acre zone
but with the culinary water available it would be considered a
1-acre zone.

Peatross asked for comments or questions.
Dave Jessup stated
that he had spoken to Mr. Dastrup and there are no problems. Mr.
Jessup stated that the two homes already in the area could be
affected by the irrigation water but that his home would be far
enough away that it would not affect him. And they will be doing
something with the irrigation water so that it does not affect
those other 2 homes.
Commissioner Brough
motioned that the Planning Commission recommend approval of the
amended plat of the Charles Hansen #2 Subdivision to the County
Commission. Commissioner Rather seconded the motion and it
passed unanimously.

the motion and it passed unanimously.

Comments and Staff Reports:
Mr. Hyde stated that the road tour scheduled for February
23rd was cancelled because two of the County Commissioners had
to go to Salt Lake to testify on a bill at the legislature so we
will be planning a new trip and will notify you of when that is
to be. Mr. Hyde distributed a brochure for a Citizen Planner’s
seminar similar to the one that Commissioner Peatross, attended
last year if any one is interested please contact me so that we
can get you registered.
Mr. Hyde referred to
a handout given to each member containing a summary of the
planning related bills that passed in the last legislative
session and also some that failed. The main one that is going to
affect us is Senate Bill 60, which amends planning regulations
for both cities and counties. We will be doing some zoning code
and subdivision code amendments in the next few months to
incorporate some of those changes that the legislature has
adopted.
Mr. Hyde stated at
this time there is a conditional use permit requested by Berry
Petroleum on next month’s agenda. (April 6,2005).

Commissioner Fabrizio motioned to adjourn the meeting at 5:15
p.m. Commissioner Brough seconded the motion and it passed
unanimously.
