Chair Barneck opened
the meeting at 5:03 p.m.
Planning
Business:
Approval of December 3, 2003 minutes
Minutes from the December 3, 2003 minutes were reviewed and
approved as written on line prior to the meeting.
Subdivisions:
Joe Steed, Utah Mini Ranches, Phase 7, preliminary plat
approval, requesting preliminary plat approval, lots 285-342.
Sections 8, 9, 16, and 17 Township 4 South, Range 4 West, U.S.B.&M.
Located in the Duchesne area.
Clint Peatross
presented the plat for Phase 7, Utah Mini Ranches. He explained
the location in reference to the other approved phases. All lots
within phase 7 sit on the west side of the county road.
Leon asked if they
met the requirement of selling 50% of the previous phase before
applying for additional phases.
Attorney Uresk said
they have provided proof of sales for more than 50% of phase 6.
The planning
commission discussed the preliminary plat request.
Ann asked if the
water requirements have been complied with?
Clint explained that
there is a bond in place for the water lines in phase 7. The
bond also covers a 300,000-gallon storage tank. They hope to
start construction on that within the next sixty (60) days.
The planning
commission discussed the request.
Leon made a motion
to approve the preliminary plat for phase 7 of Utah Mini
Ranches, Ann seconded the motion, all in favor, motion carried.

Ranches, Phase 7, final plat approval, requesting final plat
approval, lots 285-342. Sections 8, 9, 16, and 17 Township 4
South Range 4 West, U.S.B.&M. Located in the Duchesne area.
Clint informed the
planning commission that they are also asking for final plat
approval, they have complied with all requirements necessary for
final plat.
The planning
commission reviewed the final plat.
Ann asked if the
roads have been approved?
Clint said the roads
have been constructed and approved by the road supervisor.
Teresa informed the
planning commission that the roads have been built to county
specifications but will remain private and will be the
responsibility of the developer or their homeowners association.
Chair Barneck asked
if all requirements have been met.
Teresa said they
have.
Shelly made a motion
to approve the final plat for phase 7 of Utah Mini Ranches, Dean
seconded the motion, all in favor, motion carried.
Other Discussion:
Randy Mair, discussion on ordinance revision.
Mr. Mair asked if
the planning commission would consider recommending a moratorium
on applications pertaining to treatment centers.
Attorney Uresk said
that was not something that could be considered because it was
not on the agenda.
The planning
commission discussed the current application for conditional use
permits and whether or not they think it needs to be revised.
Ann said she would
like to see more information on the application than what the
current application requires.
Attorney Uresk said
the application could be changed in house without holding a
public hearing. To revise the ordinance he feels that a group
should get together to go through the ordinance and make the
proposed changes. He suggested that the group consist of he,
Teresa and a few planning commission members. He also suggested
that the revisions be brought before the commission at the next
planning commission meeting for consideration.
A meeting was set
for 2:00 on Thursday February 12, 2004.
Dean made a motion
to adjourn, Leon seconded the motion, all in favor, motion
carried.
