MINUTES FOR REGULAR COMMISSION MEETING HELD
NOVEMBER 29, 2004 BEGINNING AT 1:00 P.M.

IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Present:  Commission Chairman Larry S. Ross, Commissioner Lorna Stradinger (absent due to attending other county business), Commissioner Kent R. Peatross, Road Department Supervisor Forrest Bird, Clerk/Auditor Diane Freston, Randy Crozier and Andrea Arnold, Commission Assistant taking minutes of the meeting.

Opening Comments:  Clerk/Auditor Diane Freston gave prayer.  Mr. Randy Crozier dropped by to greet the commission.  There were no other comments. 

Pledge of Allegiance:  Any wishing to participate.

Road Items
Mr. Forrest Bird stated the road department is finished re-decking the bridge on County Road One Hundred Nineteen (CR#119) in the Altonah area. He stated the road department went out on Saturday and Sunday to plow snow from the roads. Commissioner Ross asked if they had plowed roads in the Upper Stillwater area. Mr. Bird stated they were plowing in that area today. Commissioner Ross asked if it was a county obligation to keep that area open all winter. Mr. Bird stated that Rock Creek Lodge is open all year so the road department has kept the roads plowed in the past.

Commissioner Ross asked if the road department had been repairing potholes in the roads. Mr. Bird replied that it was not a priority in the past, but they are trying to get them repaired now when time allows. Commissioner Ross asked if it is possible to repair a pothole in cold weather. Mr. Bird replied that it is possible but the repair job is not always as good as it could be in warmer weather.

Commissioner Ross asked the status of the Title Five (5) application with the Bureau of Land Management (BLM). Mr. Bird replied that he has contacted BLM and the individual in charge of it will be out of the office until December 5, 2004.

Commissioner Peatross motioned to approve the minutes. Commissioner Ross seconded the motion. Both commissioners voted aye and the motion passed.

Commissioner Peatross motioned to approve the tax adjustment. Commissioner Ross seconded the motion. Both commissioners voted aye and the motion passed.

Vouchers
Andrea Arnold presented vouchers #90699 through #90774 in the amount of two hundred sixty-eight thousand, six hundred forty-eight dollars and nine cents ($268,648.09) for approval. Commissioner Peatross motioned to approve the vouchers. Commissioner Ross seconded the motion. Both commissioners voted aye and the motion passed.

Consideration of Morning Agenda Items
Commissioner Ross stated Attorney Uresk has made a few corrections to the agreement for road maintenance between the county, Carbon County Lumber and School and Institutional Trust Lands Administration (SITLA). Commissioner Peatross motioned to approve the agreement. Commissioner Ross seconded the motion. Both commissioners voted aye and the motion passed.

Other Business
There was no other business discussed.

Adjournment
The commission adjourned the meeting at 2:20 p.m.
