MINUTES FOR REGULAR COMMISSION MEETING HELD
MARCH 8, 2004 BEGINNING AT 1:00 P.M.
IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Present:  Commission Chairman Larry S. Ross, Commissioner Lorna Stradinger, Doug Nielsen and Andrea Arnold taking minutes.

Prayer: Commissioner Peatross
Pledge of Allegiance:  All wishing to participate.

Road Items
Mr. Nielsen presented Mylar maps of County Road #64 showing two right-of-way purchases. Commissioner Stradinger motioned to approve the right-of-way purchases on County Road #64 in Section 21, Township 3 South, Range 2 West. Commissioner Ross seconded the motion. Both commissioners voted aye and the motion passed.

2004 Beer License Approvals
Deputy Clerk/Auditor Carol Casey requested approval of beer license applications from Uintah Cutter Association, Fruitland General Store, Rock Creek Guest Ranch and Rock Creek Store Bed & Breakfast. Commissioner Stradinger motioned to approve the request for beer licenses for Uintah Cutter Association, Fruitland General Store, Rock Creek Guest Ranch and Rock Creek Store Bed & Breakfast. Commissioner Ross seconded the motion. Both commissioners voted aye and the motion passed.

Other Business
Mr. Haggard stated he would like to clarify whether the road running by his property is a county road or not. He stated the county road department had put shale on the road last year but they do not regularly maintain the road. Mr. Nielsen stated the road crew put the shale on the road by commission request but it is not a county road. The road in question runs south from the 5000 North Road in the Bluebench area. He stated his children have missed at least five (5) days of school because the road has become inaccessible. He stated he has dragged the road with a trash basket and was not sure if he was in violation of county code by doing this. Commissioner Ross asked Mr. Nielsen if the Mylar had specific language on it depicting whose road it was. Mr. Nielsen stated it did and presented a Mylar, which read, “Owner shall maintain and build roads”. Mr. Haggard asked what he could do to improve the road. Commissioner Ross stated it was not a county road so the commission had no authority to what can be done to the road. He stated the property owners adjoining the road could discuss how to improve it.

Treasurer Tax Adjustments
Andrea Arnold presented the following tax adjustments from the Treasurer’s Office:

Commissioner Stradinger motioned to approve the tax adjustments. Commissioner Ross seconded the motion. Both commissioners voted aye and the motion passed.

Vouchers
Andrea Arnold presented vouchers #87187 through #87225 in the amount of one hundred thousand, seven hundred twenty dollars ($100,720). Commissioner Stradinger motioned to approve payment of the vouchers. Commissioner Ross seconded the motion. Both commissioners voted aye and the motion passed.

Minutes of Meeting Held March 1, 2004
Commissioner Stradinger motioned to approve the minutes as corrected. Commissioner Ross seconded the motion. Both commissioners voted aye and the motion passed.

Adjournment
The commission adjourned the meeting at 1:40 p.m.
