MINUTES FOR REGULAR COMMISSION MEETING
HELD DECEMBER 8, 2003 BEGINNING
AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Larry S. Ross, Commissioner Lorna Stradinger and Commissioner Kent Peatross.

Others Present:  Road Supervisor, Doug Nielsen and Andrea Higbee taking minutes.

Prayer: Commissioner Ross
Pledge of Allegiance:  All wishing to participate.

Road Department Items
Mr. Nielsen stated a need for amendment to the November 24, 2003 minutes in the paragraph discussing the approval to purchase a right-of-way on the Arcadia Road Project STP-1544(1)5 from the Bureau of Indian Affairs (BIA) for five thousand dollars ($5,000).    The correct amount of the purchase is nine thousand, nine hundred eighty-three dollars ($9,983).  Commissioner Peatross motioned to amend the minutes of November 24, 2003 with the correct amount.  Commissioner Stradinger seconded the motion.  All commissioners voted aye and the motion passed.

Mr. Nielsen presented a payment request from Free and Associates in the amount of twenty-seven thousand, three hundred dollars ($27,300) for appraisal services on the Arcadia Road Project STP-1544(1)5.  Commissioner Stradinger motioned to approve payment.   Commissioner Peatross seconded the motion. All commissioners voted aye and the motion passed.

Mr. Nielsen stated he has spoken with Dallas Perank, BIA Road Department Supervisor, concerning the transfer of one million, four hundred thousand dollars ($1,400,000) to the Utah Department of Transportation (UDOT) for the Arcadia Road Project STP-1544(1)5.   Mr. Perank stated he would discuss the transfer with BIA Superintendent Chester Mills.

Commissioner Peatross stated he was contacted by a Mr. Robert Meeks, commercial driving instructor, of the Utah State University (USU).  Mr. Meeks is looking for opportunities to train his students on hauling loads with the Road Department.  Mr. Nielsen stated it will not be a problem.  The commission is in agreement with the arrangement.

Commissioner Peatross asked about the Camelot Road.  Mr. Nielsen stated he has discussed installing barriers with Barbara Knudsen.  She stated she would talk with the other community members.  Commissioner Ross instructed Mr. Nielsen to obtain cost information for the commission.

Minutes of December 1, 2003
Commissioner Stradinger motioned to approve the minutes with corrections.   Commissioner Peatross seconded the motion.  All commissioners voted aye and the motion passed.

Department Head Time Sheets
Mrs. Mutton presented time sheets to the commission for signatures. All were approved.

Duchesne County Water Conservancy District Board Appointment
Commissioner Peatross motioned to reappoint Art Taylor and Lynn Burton to the Duchesne County Water Conservancy District Board of Trustees.  Commissioner Stradinger seconded the motion.  All commissioners voted aye and the motion passed.

Vouchers
Andrea Higbee presented vouchers #86145 through #86225 in the amount of one million, one hundred sixty-nine thousand, one hundred sixty-six dollars and eighty-five cents ($1,169,166.85) for approval.  Commissioner Peatross seconded the motion.  All commissioners voted aye and the motion passed.

Andrea Higbee presented the following tax adjustments for approval:

Commissioner Stradinger motioned to adjourn at 1:45 p.m.   Commissioner Peatross seconded the motion.  All commissioners voted aye and the motion passed.
