MINUTES FOR REGULAR COMMISSION MEETING
HELD DECEMBER 1, 2003 BEGINNING
AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commissioner Lorna Stradinger (acting chairman) and Commissioner Kent Peatross.

Others Present:  Road Supervisor, Doug Nielsen and Andrea Higbee taking minutes.

Prayer: Commissioner Peatross
Pledge of Allegiance:  All wishing to participate.

Road Department Items
Doug Nielsen presented two requests for payment from Horrocks Engineering.   Commissioner Peatross motioned to approve payment request nine (9) in the amount of nine thousand, two hundred forty-nine dollars and fifty-seven cents ($9,249.57) for consulting services on the Lake Fork River Bridge Project No. BRO-LC13(5).   Commissioner Stradinger seconded the motion.   Both commissioners voted aye and the motion passed.

Commissioner Peatross motioned to approve payment request thirteen (13) in the amount of nine thousand, four hundred ninty-two dollars and forty cents ($9,492.40) for consulting services on the Bridgeland River Bridge Project NO. BRO-LC13(4).   Commissioner Stradinger seconded the motion.  Both commissioners voted aye and the motion passed.

Mr. Nielsen mentioned he had an earlier discussion with Commissioner Ross concerning people driving off the Camelot turnoff.  He asked if it was possible for the county to install concrete barriers on the road to solve the problem.  Commissioner Peatross stated he has a concern about the problem getting worse as people continue to move to the area and the traffic becomes enhanced.  Mr. Nielsen stated he would check with the community to see if they would like the barriers installed and then check back with the commission as to costs.

Approval of Barton Fire Response From the State of Utah
Commissioner Peatross motioned to approve the acceptance of Mr. Barton's proposal of ten thousand dollars and no cents ($10,000.00) to satisfy costs of fire suppression expended by the State.  Commissioner Stradinger seconded the motion.  Both commissioners voted aye and the motion passed.

Neola Fire Department Funding
Commissioner Peatross motioned to approve the increased amount submitted to the Community Impact Board (CIB) in the amount of twelve thousand, one hundred twenty-seven dollars and no cents ($12,127.00).  The original request was for fifty thousand dollars and no cents ($50,000.00).  Commissioner Stradinger seconded the motion.  Both commissioners voted aye and the motion passed.

Minutes of Meeting Held November 24, 2003
Commissioner Peatross motioned to approve the minutes as corrected.  Commissioner Stradinger seconded the motion.  Both commissioners voted aye and the motion passed.

Commissioner Peatross motioned to approve adjustments.   Commissioner Stradinger seconded the motion.  Both commissioners voted aye and the motion passed.

Vouchers
Andrea Higbee presented vouchers #86096 through #86142 in the amount of forty-six thousand, six hundred forty-six dollars and thirty-three cents ($46,646.33) for approval.   Commissioner Peatross motioned to approve the vouchers.  Commissioner Stradinger seconded the motion.  Both commissioners voted aye and the motion passed.

Adjourn
Commissioner Peatross motioned to adjourn the meeting at 1:25 p.m.  Commissioner Stradinger seconded the motion.  Both commissioners voted aye and the motion passed.
