MINUTES FOR REGULAR COMMISSION MEETING HELD
NOVEMBER 24, 2003 BEGINNING AT 1:00 P.M.
IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Larry S. Ross, Commissioner Lorna Stradinger and Commissioner Kent Peatross.

Others Present:  Road Supervisor, Doug Nielsen and Andrea Higbee taking minutes.

Prayer: Commissioner Peatross
Pledge of Allegiance:  All wishing to participate.

Road Department Items
Mr. Nielsen presented documents from the Bureau of Indian Affairs (BIA) to finalize the purchase of a right-of-way on the Arcadia Road.  To finalize the purchase, the cost will be five thousand dollars and no cents ($5,000.00).  Commissioner Peatross motioned to approve the purchase.  Commissioner Stradinger seconded the motion.   All commissioners voted aye and the motion passed.

Mr. Nielsen stated he did not have any new information concerning the public meeting scheduled for the Bridgeland Bridge Project BHO-LC 13(3).  Mr. Nielsen stated the meeting needs a court reporter to document the proceedings.  He will contact the local courts to obtain one.

Commissioner Peatross stated the county is transferring the duties of roadside cutting, tree trimming and the following inventory items from the Weed Department Budget to the Road Department Budget:

Commissioner Peatross made a motion to transfer the equipment and associated budget beginning January 1, 2004.  Commissioner Stradinger seconded.  All commissioners voted aye and the motion passed.

Appointment of Hospital Board Member
Commissioner Stradinger motioned to appoint Jennifer Adams to fill the unexpired term of Jim Bills on the Uintah Basin Medical Center Board of Trustees. Commissioner Peatross seconded the motion. All commissioners voted aye and the motion passed.

Commissioner Ross stated on November 18, 2003 the commission met with the candidates, Jennifer Adams and Gayle Young, to discuss the position.  Valona Fabrizio withdrew her resume from consideration.

Department Head Time Sheets
Leann Stewart presented department head time sheets to the commission for signatures. All were approved.

Vouchers
Andrea Higbee presented vouchers #86005 through #86094 in the amount of one hundred twenty-six thousand, two hundred eighty-seven dollars and fourteen cents ($126,287.14) for approval.  Commissioner Stradinger motioned to approve the vouchers.    Commissioner Peatross seconded the motion.  All commissioners voted aye and the motion passed.

Minutes of Meeting Held November 17, 2003
Commissioner Stradinger motioned to approve the minutes without corrections.   Commissioner Peatross seconded the motion.  All commissioners voted aye and the motion passed.

Tax Adjustments
Andrea Higbee presented the following tax adjustments for approval:

Commissioner Stradinger motioned to approve adjustments.   Commissioner Peatross seconded the motion.  All commissioners voted aye and the motion passed.

Commissioner Peatross motioned to adjourn the meeting at 1:30 p.m.  Commissioner Stradinger seconded the motion.  All commissioners voted aye and the motion passed.
