MINUTES FOR REGULAR COMMISSION MEETING HELD
NOVEMBER 10, 2003 BEGINNING AT 1:00 P.M.
IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Larry S. Ross, Commissioner Lorna Stradinger and Commissioner Kent Peatross.

Others Present:  Joseph Shaffer, Road Supervisor, Doug Nielsen and Andrea Higbee taking minutes.

Prayer: Commissioner Peatross
Pledge of Allegiance:  All wishing to participate.

Road Department Items
Douglas Nielsen informed the commission of the road department employees exchanging Veterans Day holiday on Tuesday for today.  Tomorrow they will be at work and will begin the eight (8) hour days Monday through Friday.  Mr. Nielsen stated the road department will be finishing the project on Constitution Park in Roosevelt this week.   Commissioner Peatross asked why the road through Red Creek did not have a stripe painted on it.  Mr. Nielsen stated that it will be stripped.

TriCounty Health Department Interlocal Agreement, Annual Report and Community Resource Manual
Commissioner Ross welcomed the Director of TriCounty Health Department, Joseph Shaffer.   Mr. Shaffer stated the first item he would like to discuss would be the annual 2002-2003 report for TriCounty Health.  Mr. Shaffer explained the functions and departments of the department.  He stated the department has been working on Small Pox Vaccinations and the department has received an award for improved vaccinations.   He stated the department has been active in bio-terrorism issues.   Commissioner Stradinger asked if there was a limit to how many terms a board member could serve.  Mr. Shaffer stated there was not.  Commissioner Stradinger stated she would like a limit to be considered.  Mr. Shaffer stated the issue should be brought before the board members of TriCounty Health Department.  Commissioner Peatross asked about the status of the Dr. Larsen Fund.  Mr. Shaffer stated the commission could decide what the fund could be used for.  Commissioner Peatross stated he felt the fund should follow the guidelines Dr. Larsen intended.   Commissioner Ross stated it appears to be a job well done for Mr. Shaffer and the TriCounty Health Department staff.  Commissioner Peatross gave his compliments for the report compiled by the department staff.

Mr. Shaffer stated he would like to present the Community Resource Guide for the commission to review.  He stated the guide was in the final revision.

Mr. Shaffer presented a draft of an Interlocal Agreement for TriCounty Health Department.   He stated he has taken all wording concerning bonds out of the agreement.   Commissioner Ross stated the commission will review the draft and give the correction back to Mr. Shaffer by December 1, 2003.  Mr. Shaffer stated he has already presented the agreement to Uintah County Commission and will present the agreement next week to Daggett County Commission.

Decision on Beck Road Issue
Commissioner Ross stated it is the intent of the commission to accept Mr. Douglas Beck's request to vacate the county's interest in the road on property T3SR3W Sec, 17 & 20 when the fences bordering have been relocated to the proper location.  Commissioner Stradinger motioned to approve the vacation upon the stated conditions.  Commissioner Peatross seconded the motion.  All commissioners voted aye and the motioned passed.

Resolution 03-17 Annexation of Property in Johnson Water District
Commissioner Peatross motioned to approve Resolution 03-17.   Commissioner Stradinger seconded the motion.  All commissioners voted aye and the motion passed.

Minutes of Meeting Held November 3, 2003
Commissioner Stradinger motioned to approve the minutes as corrected.  Commissioner Peatross seconded the motion.  All commissioners voted aye and the motion passed.

Ms. Higbee presented the following tax adjustments:

Commissioner Peatross motioned to approve the adjustments.   Commissioner Stradinger seconded the motion.  All commissioners voted aye and the motion passed.

Time Sheets
Deputy Clerk/Auditor Leann Stewart presented department head time sheets for signatures.  All were approved.

Vouchers
Ms. Higbee presented vouchers 85856 through 85909 in the amount of $75,041.96 (seventy-five thousand, forty-one dollars and ninety-six cents) for approval.   Commissioner Peatross motioned to approve the vouchers.  Commissioner Stradinger seconded the motion.  All commissioners voted aye and the motion passed.

Adjourn
Commissioner Stradinger motions to adjourn the meeting at 2:30 p.m.  Commissioner Peatross seconded the motion.  All commissioners voted aye and the motion passed.
