MINUTES FOR REGULAR COMMISSION MEETING HELD
SEPTEMBER 15, 2003 BEGINNING AT 1:00 P.M.
IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Larry S. Ross, Commissioner Lorna Stradinger, and Commissioner Kent Peatross.

Others Present:  Vern Peterson, Allen Jobe, Sheriff Merv Gustin, and Officer Dan Bruso

Pledge of Allegiance

American Legion - Boys State Presentation to Sheriff Merv Gustin and Officer Dan Bruso
Mr. Peterson stated that this is the second year that the American Legion Post 22 have had young men from the area run for Governor and Lt. Governor at Boys State.  This year the boys missed being elected by only six votes.

Mr. Peterson stated that Officer Bruso served as councilor at boy's state this year.  The American Legion would like to present a plaque expressing appreciation of his dedicated service to the citizens of Utah and the United States of America.  Mr. Bruso stated that he enjoyed the experience.

Mr. Peterson also awarded a plaque to Sheriff Gustin thanking the sheriff's department for their support with a special consideration for their dedicated service to the citizens of Utah and the United States of America.  Sheriff Gustin thanked the American Legion for their service to the youth of the area. He stated "it's always better to build boys than to repair men".

Mr. Peterson went on to say that they sent six boys to boy's state.   Three of the boys applied for scholarships and all three received them.  Jacob Hinton received an $1100 scholarship, Ben Farnsworth $2,600, and Asher McKee a full scholarship totaling about $36,000.

Consideration and Approval of a Beer License for the Bluebell Store (under new ownership)
Deputy Clerk/Auditor Carol Casey presented the application for a beer license from Bruce and Amy Jenkins, new owners of the Bluebell Store.  The application has been reviewed by the sheriff's office.  Motion: Commissioner Stradinger made a motion to approve the beer license for Bruce and Amy Jenkins new owners of the Bluebell Store.  Commissioner Peatross second.  Motion carried.  Roll Call Vote: All Commissioners Voting Aye.

Auditor's Office - Tax Adjustments - Vouchers
Approval of September 8, 2003 Commission Minutes
The minutes of September 8th were reviewed and corrections made. 
Motion: Commissioner Peatross made a motion to approve the minutes as corrected.  Commissioner Stradinger second.  Motion carried.  Roll Call Vote: All Commissioners Voting Aye.

Vouchers: Deputy Clerk/Auditor presented vouchers #84919 to #85201 totaling $315,504.08 for approval.  Motion: Commissioner Stradinger made a motion to approve the vouchers.  Commissioner Peatross second.  Motion carried.  Roll Call Vote: All Commissioners Voting Aye.

Time Sheets: Deputy Clerk/Auditor Leann Stewart presented the department head time sheets for review.

Clerk/Auditor Diane Freston informed the commission that there was an additional property owner wishing to appear before the Board of Equalization.  The commission set a time and date for the late hearing of September 29th at 2:00 PM.

Mrs. Freston also stated that the commission is over budget for this quarter.  The commission discussed using the county car to attend UAC meets in St. George in November.   It was also decided that just two commissioners would attended.

Other Business
Commissioner Ross read aloud a thank you letter from Senator Bennett.

Dear Commissioners:
Thank you for the kindness shown to me, and my staff during our recent visit to the Uintah Basin.  I enjoyed the opportunity to visit briefly with you in Duchesne and appreciated your willingness to recess your commission meeting to allow me to spend a few minutes with you.

I appreciated the opportunity to discuss with you the issues and challenges you face and I come away more informed and better prepared to participate in finding solutions to these challenges.   Please continue to keep me and my staff up to date on any issue where we may be of assistance to Duchesne County.  Again, thank you for your assistance in making my visit enjoyable and informative.
