MINUTES FOR REGULAR COMMISSION MEETING
HELD AUGUST 25, 2003 BEGINNING AT 1:00 P.M.
IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Larry S. Ross, Commissioner Lorna Stradinger, and Commissioner Kent Peatross.

Others Present:  Deputy Attorney Roland Uresk, Road Supervisor Douglas Nielsen, and Carol Casey taking minutes

Prayer: Commissioner Lorna Stradinger
Pledge of Allegiance

Road Items: Mr. Nielsen stated the road department will finish paving this week. They plan to start chipping on September 2nd. They will then flush, stripe and do the shoulder work.

Auditor's Office - Tax Adjustments - Vouchers
Approval of August 18, 2003 Commission Minutes
The minutes of August 18th were reviewed and corrections made.
Motion: Commissioner Peatross made a motion to approve the minutes as corrected. Commissioner Stradinger second. Motion carried.  Roll Call Vote: All Commissioners Voting Aye.

Vouchers: Deputy Clerk/Auditor Becky Norris presented vouchers #84712 - #84791 totaling $97,661.24 for approval.  Motion: Commissioner Stradinger made a motion to approve the vouchers. Commissioner Peatross second. Motion carried. Roll Call Vote: All Commissioners Voting Aye

Other Business:
RS 2477 Roads:  The Federal Land Policy and Management Act repealed RS 2477 which provided the right-of-way for the construction of highways over public lands, not reserved for public uses.  Special interest groups are challenging the authority of counties to maintain and/or improve these roads. They deny the existence of established rights-of-way and roads.

Closing of these roads and trails would prevent farmers and ranchers from having proper access to their leases and would decrease the profitability of their operations. The public would be restricted access for recreational activities.

The county will submit a series of road to the attorney general's office of their review. Other roads will be submitted upon request.
