MINUTES FOR REGULAR COMMISSION MEETING HELD JUNE 9, 2003
BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Acting Commission Chairman Kent Peatross, and Commissioner Lorna Stradinger. Commissioner Ross absent.

Others Present:  Road Supervisor Douglas Nielsen, Deputy Attorney Roland Uresk, and Deputy Clerk/Auditor Carol Casey taking minutes

Prayer: Commissioner Peatross
Pledge of Allegiance

Road Items: Mr. Nielsen stated that they road department is currently working on Tabby Lane and expect to be finished by the end of the week. 

Commissioner Peatross discussed a request made by Mr. Walsh to have the pavement on extended to Mr. Gargoza's residence. Mr. Gargoza has health problems which are aggravated by the road dust. Mr. Nielsen stated that they must end the pavement where planned because of safety issues around the turn, and the cost of widening the turn has not been accounted for in this years budget.

Consideration and Adoption of Interlocal Agreement Between Duchesne, Uintah and Daggett County:
Tri-County Health Department Officer Joseph Shaffer presented the agreement. After reviewing the document the commission and Attorney Uresk recommended several changes. The agreement will come before the commission again on June 23rd for ratification.

Ratification of the 2003 Tax Sale:  Deputy Clerk/Auditor Judy Mutton presented the results of the 2003 tax sale. She stated that the successful bidder on property #3711-0007 discovered that the property was not as advertised. During last week's meeting the commission discussed this issue and decided to strike the property back to the county.

Mrs. Mutton stated that according to the tax sale rules the property must be offered to the other active bidders on the parcel. She contacted the other bidders and informed them of the issues regarding property. One bidder has responded that he is aware of the problems associated with the property and would still like to purchase the property for taxes, costs, penalty and interest in the amount of $225.12.

Motion: Commissioner Stradinger made a motion to accept the above bid for property #3711-0007 and to ratify the 2003 tax sale. Commissioner Peatross second. Motion carried. Roll Call Vote: Both Commissioners Voting Aye.

Consideration and Approval of Bid for Remodeling Administration Building Office Space
Motion: Commissioner Stradinger made a motion that because they received one bid for the project the commission take the bid under advisement until next weeks commission meeting. Commissioner Peatross second. Motion carried. Roll Call Vote: Both Commissioners Voting Aye.

Morning Agenda Items
Motion: Commissioner Stradinger made a motion that for reasons of safety the commission approve the hiring by the state of a second state fire marshal to assist in Duchesne County.

Motion: Commissioner Stradinger made a motion to approve the tax adjustment. Commissioner Peatross second. Motion carried. Roll Call Vote: Both Commissioners Voting Aye.

Approval of June 2, 2003 Commission Minutes:  The minutes of June 2nd were reviewed and corrections made.  Motion: Commissioner Stradinger made a motion to approve the minutes as corrected. Commissioner Peatross second. Motion carried. Roll Call Vote: Both Commissioners Voting Aye. 

Vouchers: Deputy Clerk/Auditor Becky Norris presented vouchers #83765 - #83851 and totaling $259,980.61 for approval.
Motion: Commissioner Stradinger made a motion to approve the vouchers. Commissioner Peatross second. Motion carried. Roll Call Vote: Both Commissioners Voting Aye.

Time Sheets: Deputy Clerk/Auditor Leann Stewart presented the department head time sheets.
