MINUTES FOR REGULAR COMMISSION MEETING HELD MAY 5, 2003
BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Larry S. Ross, Commissioner Lorna Stradinger, and Commissioner Kent Peatross.

Others Present:  Road Supervisor Douglas Nielsen, Roosevelt City Mayor Lloyd Burton and Deputy County Attorney Roland Uresk.

Prayer: Commissioner Peatross
Pledge of Allegiance

Road Issues:  Mr. Nielsen informed the commission that the road department will start paving in two weeks in the Fruitland and Tabiona areas.  They will be working in the Roosevelt area until the paving starts.

Consideration & Approval of Ordinance 03-208 County Transportation Plan/BLM Lands Phase I   The commission reviewed the maps prepared by the GPS department and the ordinance.   An ordinance adopting an updated map of the county transportation system within the Salt Lake Base & Meridian.

Motion:   Commissioner Peatross made a motion to accept Ordinance 03-208.  Commissioner Stradinger second.  Motion carried.  Roll Call Vote:   All Commissioners Voting Aye.

...............Hector & Karen Martinez, and County Treasurer joined the meeting...............

Consideration & Approval of Tax Defferal - Account #032-3150 - Hector Martinez  Mrs. Martinez stated that they have had some bad luck.  First their home burned and Mr. Martinez was injured and unable to work for a month.  They are asking for a tax deferral with a payment schedule to bring their taxes current.  Because of the circumstances the commission suggested that they be given an eighteen-month time frame to bring the taxes current.

Motion:  Commissioner Peatross made a motion that account 032-3150, Mr. Martinez's penalty and interest be reduced to $350 and payment be made monthly for eighteen months starting May 1st.  Commissioner Stradinger second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Mrs. Nelson also presented a deferral for Darrell Brewer account #00-030-7763 to be brought current in one month.

Motion:   Commissioner Stradinger made a motion to grant a one-month deferral for Darrell Brewer account #00-030-7763.  Commissioner Peatross second.  Motion carried.   Roll Call Vote:  All Commissioners Voting Aye.

Motion:   Commissioner Stradinger made a motion to accept the tax adjustment.   Commissioner Peatross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Approval of April 28, 2003 Commission Minutes
The minutes of April 28th were reviewed and corrections made.

Motion:   Commissioner Peatross made a motion to approve the minutes as corrected.   Commissioner Stradinger second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Vouchers:   Deputy Clerk/Auditor Becky Norris presented vouchers #83415-#83480 and pre-draw #83414 totaling $116,315.87 for approval.

Motion:   Commissioner Peatross made a motion to approve the vouchers.  Commissioner Stradinger second.  Motion carried.  Roll Call Vote:   All Commissioners Voting Aye.
