MINUTES FOR REGULAR COMMISSION MEETING HELD APRIL 7, 2003
BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Larry S. Ross, and Commissioner Lorna Stradinger.  Commissioner Kent Peatross absent.

Others Present:   Road Supervisor Douglas Nielsen, Clerk/Auditor Diane Freston, Sheriff Departments Chief Deputy Wally Hendricks, Personnel Department Carrie Mascaro, Roosevelt City Mayor Lloyd Burton, Tom Golinski, and Carol Casey taking minutes.

Pledge of Allegiance

Road Issues:  Mr. Nielsen presented payment request No. 1 for preliminary design engineering services in the amount of $1,047.82 from Horrocks Engineers.  This will be on the Lake Fork Bridge, Project No. BR)-LC13(5).

Motion:   Commissioner Stradinger made a motion to accept payment No. 1 on Project No. BRO-LC13(5).  Commissioner Ross second.  Motion carried.  Roll Call Vote:  Both Commissioners Voting Aye.

Mr. Nielsen stated that the road department is currently working in Tabiona, and has finished phase II on Pinion Ridge.  Gravel is being put down in preparation for asphalt on teh roads in the Tabiona/Hanna area and on roads in the Fruitland area designated for asphalt.

Final Plat Approval for Starvation View Ranches - Thomas Golinski  Mrs. LaRoque stated that the preliminary and final plat for Starvation View Ranches five acre lots was reviewed and accepted by the planning commission on April 2nd.

The commission is concerned with the issues of water for the dry subdivisions located in the county.

Motion:   Commissioner Stradinger made a motion to approve Starvation View Ranches.  She made note that the approval is based on the fact that the county ordinances are written so that a dry subdivision is leagl if it has five acres or more per lot.  Commissioner Ross second.  Motion carried.  Roll Call Vote:   Both Commissioners Voting Aye.

Consideration and Approval of Resolution 03-08
A Resolution establishing method, rules, and procedures for the 2003 Tax Sale and allocating administrative costs to delinquent properties.  (refer to Clerk's Office).

Motion:   Commissioner Stradinger made a motion to approve Resolution 03-08.   Commissioner Ross second.  Motion carried.  Roll Call Vote:  Both Commissioners Voting Aye.

Consideration and Approval of Resolution 03-09
A Resolution amending Resolution No. 02-02 appointing a representative and an alternate representative for the Utah Association of Counties Insurance Mutual Memberships Meetings.  (refer to Clerk's Office)

Motion:   Commissioner Stradinger made a motion to approve Resolution 03-09.   Commissioner Ross second.  Motion carried.  Roll Call Vote:  Both Commissioners Voting Aye.

Consideration and Ratification of Code of Conduct for County Sheriff's Office  Chief Deputy Wally Hendricks presented the code for commisison review.  He stated that the code is an addendum to an existing policy.  There has been a seven-man committee working on the code compiling information from several peace officers and jail employee conduct codes throughout the country.  Officer Hendricks stated that the document is credible meaning that all aspects of the code have been tested in court.  Personnel Director Carrie Mascaro outlined several secitons of the code for review.  The commission also reviewed the code and made corrections.

Other Business

New Procurement Policy
Commissioner Stradinger commented on the procurement policy.  Both commissioners agreed that the limit should be raised.  The plicy states that all purchases of $250 or more must have a requisition signed by the appropriate elected official.  All puchases below $250 must have the appropriate elected official's signature on the invoice or voucher before it can be paid.  Commissioner Stradinger suggested that the purchase amount be raised to $1,000 or more to have a signed requisition by the appropriate commissioner, and purchases below $1,000 have the appropriate elected official/department head signature on the invoice or vouchers before payment.

Motion:   Commissioner Stradinger made a motion that effective as of today the limit on purchases to be signed by a commisisoner be raised to $1000.  Purchases below $1000 must have the appropriate elected official/department head signature on the invoice or voucher before payment.  Commissioner Ross second.  Motion carried.  Roll Call Vote:  Both Commissioners Voting Aye.

Extension Agent Troy Cooper - Mr. Cooper stopped in to discuss the cut-worm problem in the county.  He stated that weather conditions last fall were favorable for the large infestation this spring.

Auditor's Office - Tax Adjustments - Vouchers

Approval of March 31, 2003 Commission Minutes  The minutes of March 31st were reviewed and corrections made.  Motion:  Commissioner Stradinger made a motion to approve the minutes as corrected.  Commissioner Ross second.  Motion carried.  Roll Call Vote:  Both Commissioners Voting Aye.

Vouchers:   Deputy Clerk/Auditor Becky Norris presented vouchers #83119 - #83205 and pre-draw #83118 totaling $115,673.12 for approval.

Motion:   Commissioner Stradinger made a motion to approve the vouchers.  Commissioner Ross second.  Motion carried.  Roll Call Vote:   Both Commissioners Voting Aye.
