MINUTES FOR REGULAR COMMISSION MEETING HELD MARCH 17, 2003 BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Larry S. Ross, Commissioner Lorna Stradinger, and Commissioner Kent Peatross.

Others Present:  Road Supervisor Douglas Nielsen, Deputy Attorney Roland Uresk and Carol Casey taking minutes.

Prayer: Commissioner Ross
Pledge of Allegiance

Approval of March 3, and Review of March 10 Commission Minutes  The minutes of March 3 were reviewed and corrections made.  Because there was not a quorum the minutes for March 10th are not official.  Approval is not necessary.

Motion:   Commissioner Peatross made a motion to approve the minutes of March 3rd as corrected.  Commissioner Stradinger Second.  Motion Carried.  Roll Call Vote:  All Commissioners Voting Aye.

2003 Beer License Renwal
Deputy Clerk/Auditor Carol Casey presented beer license renewals for Uintah Cutter Association and the Hanna Lounge.  Both applications have been approved by the sheriff's office.

Motion:   Commissioner Stradinger made a motion to approve the renewals.  Commissioner Peatross second.  Motion carried.  Roll Call Vote:   All Commissioners Voting Aye.

Auditor's Office - Tax Adjustments - Vouchers
Vouchers:
  Deputy Clerk/Auditor Becky Norris presented vouchers #82948 - #83028 totaling $85,179.96 for approval.

Motion:   Commissioner Stradinger made a motion to approve the Vouchers.  Commissioner Peatross Second.  Motion Carried.  Roll Call Vote:   All Commissioners Voting Aye.

Motion:   Commissioner Peatross made a motion to accept the tax adjustments.   Commissioner Stradinger second.  Motion Carried.  Roll Call Vote:  All Commissioners Voting Aye.

Road Issues:  Mr. Nielsen discussed a letter he wrote to Mr. George Thompson UDOT Program Engineer informing him that the commission has selected Horrocks Engineers from the UDOT consultant pool to do the preliminary engineering, final design and construction engineering services on the Bluebell Connector Road.  Commissioner Ross stated that this project has been on the discussion table for five years and $250,000 in STIP funds has been approved for the preliminary engineering.

Motion:   Commissioner Stradinger made a motion to approve Mr. Nielsen's letter to Mr. Thompson, UDOT Program Engineer.  Commissioner Peatross Second.  Motion Carried.   Roll Call Vote:  All Commissioners Voting Aye.

The commission discussed a request made by Mrs. RosAnne Ellis this morning for pavement on 5000 South and Hwy 87.  The road will be put on the list for review.

The commission received a letter from Mr. Charles Gotter requesting a review of a 36" culvert that Hanna Water & Sewer placed in a water way that runs through his property.   Mr. Gotter feels that the culvert will not handle runoff and flood water during high water years.  Wood and debris is going to pile up in the gulvert and flood his property and possibly damage the county road.  Mr. Nielsen will inspect the culvert and if it is indeed too small he will request the district install a larger culvert.

Consideration and Aopproval of Resolution 03-05
Even though an agreement with Peatross Auctions was negotiated in December before Commissioner Peatross took office he declared a conflict of interest and will not participate in the discussion or motion.  Resolution #03-05 is a resolution adopting the rules governing the Duchesne County Surplus Property Sale set for April 12, 2003.  (Check in clerk's office)

Consideration and Approval of Ordinance 03-203
An ordinance adopting an updated nationally recognized electrical code.

Consideration and Approval of Ordinance 03-203
The commission reviewed this resolution in the morning work meeting.   The resolution will not be approved until more data and research is done regarding manufactured housing.

Consideration and Approval of Bid for Carpet and Tile for Administration Building   After following the bid process there was one bid received from Betts Floor Coverings Inc.  The bid is $20,836 for carpet and $1,785 for ceramic tile in entries.

Motion:   Commissioner Stradinger made a motion to accept the bid from Betts Floor Coverings Inc.  Commissioner Peatross Second. Motion Carried.  Roll Call Vote:  All Commissioners Voting Aye.

Forest Reserve HR 2389 Title III Project
Mr. Adams informed the commission that advertisement in the paper must be for forty-five days.  The public is invited to make comment on the proposed projects under grant from Title III of the National Forest Counties and Schools Coalition Act.

(A) $16,000 will be used toward building a permanent site for operation of search and rescue under the county sheriff.

(B) $10,160 will be used for fire prevention and county planning for the west side of the county.

Morning Business
During the morning work session the commission had a telephone conference with Mrs. Sandy Ames regarding her road on 1500 North in Hancock Cove.  Mrs. Ames wanted information on the procedure for having the road declared a county road.  The commission directed here as to the actions necessary relative to her proposal for the road.  Mrs. Ames will gather the information and present her plan.  The commission will then review her request.  Commissioner Ross also informed Mrs. Ames that the road is part of the proposed bluebell connector road.

Personnel Department - Carrie Mascaro
Mrs. Mascaro presented a name for hire as road deputy for the sheriff's department.  The commission reviewed the information.

2003 Road Improvement Schedule Review
The commisison discussed the process for selection of roads for improvement.   Commissioner Stradinger would liek to have more public input from the area being considered for improvement.  She also would like to have the planning commisison resume their road tours before a decision is made.  She stated that public comment could be part of the regular commission meeting.

Chief Deputy Wally Hendricks and Sergeant Mark Nielsen presented a letter of thanks to the commission.  ommissioner Ross read it aloud.

We would like to send our thanks for having personnel director Carried Mascaro attend our interview board on 3-14-03.  Her insight and professionalism were noticed and valued.

It has been very refreshing to have Carrie in the position of personnel director.  We have been very pleased in our dealings with her since she has been in that position.  We do look forward to maintaining this relationship.

2:00 PM Public Hearing - Class "B" Road Vacation - T1S, R5W Sec 20  Due to a strategy meeting for the trip to Washington DC tomorrow the commission has continued this hearing until next Monday March 24th at 3:00 PM.
