Due to lack of a quorum today Commissioner Ross will review the
vouchers, which are in need of immediate attention.

Discussion Regarding Internet for Bookmobile Library
- Sue Wardle Mrs. Wardle stated that the libary board has directed her
to obtain an internet service for the library in Duchesne. She asked if it was
possible to connect with the county internet system. Commissioner Ross asked Mike
Brennan to join the meeting. It was Mr. Brennon's opinion that connecting the
library with teh county internet could compromise the security of county records.
Commissioner Ross then suggested that Mrs. Wardle check with the school district to
see if they can connect the library to their internet system.
Soil Conservation Annual Report
Mr. Bench presented the annual soil conservation report. He stated
that the SCS continues to support the PAWS-ON Education Program. They have over
4,000 participants in 18 schools through out the Basin.
Mr. Bench also commented on the salinity program for the area.
The last federal fiscal year SCS has obligated funds in the amount of:
$450,000 ARDL (Agriculture Resource Development Loan), $2,323,334 EQIP
(Environmental Quality Incentive Program), $118,614 EOIP (Pasture & Range), $58,100
WHIP (Wildlife Habitat Incentive Program): 1344 acres. Total $2,950,048 conservation
dollars. 74 conservation contracts written, treating 3853 acres of irrigation and,
8500 acres of range improvement. They installed 73 irrigation systems treating over
1881acres and saving approximately 2541 tons of salt.
Commissioner Ross invited the soil conservation district to
participate with the county in drafting documents addressing surface water and source
management plans.
