MINUTES FOR REGULAR COMMISSION MEETING HELD MARCH 3, 2003 BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Larry S Ross, Commissioner Lorna Stradinger, and Commissioner Kent Peatross.

Others Present:  Road Supervisor Douglas Nielsen, Kerry Farnsworth, Gil Mitchel, Bill Clark, Roosevelt City Mayor Lloyd Burton, and Carol Casey taking minutes.

Pledge of Allegiance

Road Issues:  Mr. Nielsen stated the road department has been pushing snow the past few days.  They are also continuing to work on road #4 in Fruitland.

2003 Asphalt/Gravel Bid Awarding
The bids were opened in the morning work meeting.  There were four bids submitted for item #1 - Gravel.  They are as follows:

                  JRJ  $6.90/ton            Paul Young Construction   $3.25/ton
Burdick Paving  $3.45/ton           Gil Mitchell Construction  $3.93/ton

For items #2, 3, 4, 5 there were two bids submitted.

Mr. Mitchell askedthe commission to adjust the paving schedule and pave in Roosevelt first.   He would not have to move his asphalt hot plant and would be able to lower his bid.

Commissioner Peatross stated that in all fairness to other bidder would have to be given the same offer.  The bid was advertised a certain way and should be awarded according to the way it was advertised.

Motion:   Commissioner Peatross made a motion that item #1 for 25,000 ton of gravel be awarded to Paul Young Construction with a bid of 3.25 per ton.  Commissioner Stradinger second.  Motion carried.  Roll Call Vote:   All Commissioners Voting Aye.

Motion:   Commissioner Stradinger made a motion that items #2,3,4, & 5 be awarded to Burdick Paving.  Commissioner Peatross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Consideration and Approval of Right-of-Way for John Reed
This issue was addressed in the morning work meeting.  Attorney Uresk will prepare a resolution.

Approval of February 24, 2003 Commission Minutes
The minutes were reviewed and corrections made.

Motion:   Commissioner Stradinger made a motion to approve the minutes as corrected.   Commissioner Peatross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Auditor's Office - Tax Adjustments - Vouchers - Time Sheets
Vouchers:
  Deputy Clerk/Auditor Becky Norris presented vouchers #82784- #82839 totaling $159,482.22 for approval.

Motion:   Commissioner Peatross made a motion to accept the vouchers.  Commissioner Stradinger second.  Motion carried.  Roll Call Vote:   All Commissioners Voting Aye.

Department Head Time Sheets:  Deputy Clerk/Auditor Leann Stewart presented the department head timesheets for review.

2:00 PM Public Hearing - Capital Improvements List for CIB Funds   Commissioner Ross invited the attending entities to list and prioritize their projects. 

Duchesne County    

One year list: 

(a) energy efficiency study      $30,000
  (b) heavy equipment for the landfill $520,000
  (c) retrofit three buildings   $50,000
  (d) indoor arena $300,000

Five year list: 

(a) library, museum, civic center $8 mill
     
Tabiona Town    

One year list: 

(a) street improvement $300,000

Five year list: 

(a) Cross the river w/culinary line $100,000
  (b) chlorinate the water system $70,000
  (c) restrooms for the cemetary $30,000
     
Upper Country Water District  

One year list: 

(a) spring source development $120,000
  (b) security upgrade $90,000

Five year list:

(a) expansion of storage facility $1.1 mill
  (b) expansion of water service lines $200,000
     
Myton City    

One year list: 

(a) resurface city streets $110,000
  (b) fire station $50,000
  (c) maintenance building repair $70,000

Five year list: 

(a) new city hall $500,000
  (b) install secondary water system $200,000
  (c) sprinkling system for cemetery $35,000
  (d) rehabilitate meseum $50,000
     
Johnson Water District  

One year list: 

(a) upgrade water system $70,000
  (b) install 6" line from wells to Ioka $20,000

Five year list: 

(a) install 1 million gallon reservoir $90,000
  (b) install 14 miles of 12" line $1.2 mill

Roosevelt City

Pinion Water District  

One year list: 

(a) phase one-water for pinion area $1.2 mill

Commissioner Ross totaled thirty-five projects in all.

2:30 PM Public Hearing - Four Way Stop in Mountain Home
The commission received fourteen calls requesting that they not install the four-way stop in Mt. Home.  The callers all commented that there is not enough traffic to warrant the signs.

There was no representation in favor of the stop signs at the public hearing.

Motion:   Commissioner Stradinger made a motion that due to lack of interest in favor of the four-way stop signsthe county will not proceed with the proposal.  Commissioner Peatross second.  Motion carried.  Roll Call Vote:   All Commissioners Voting Aye.
