MINUTES FOR REGULAR COMMISSION MEETING HELD FEBRUARY 10, 2003 BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Larry S. Ross Stradinger, Commissioner Lorna Stradinger, and Commissioner Kent R. Peatross.

Others Present:  Road Supervisor Douglas Nielsen, Deputy County Attorney Roland Uresk, Clerk/Auditor Diane Freston and Carol Casey taking minutes.

Prayer: Commissioner Ross
Pledge of Allegiance

Road Items:  Mr. Nielsen presented partial payment request No. 18 in the amount of $28, 098.89.  This is for the design engineering services of Horrocks Engineers onthe Arcadia Road Project No. STP-1544(1)5.

Motion:   Commissioner Peatross made a motion to accept payment request No. 18 in the amount of $28,098-89.  Commissioner Stradinger second.  Motion carried. Roll Call Vote:  All Commissioners Voting Aye.

Mr. Nielsen also presented partial payment request No. 3 from Horrocks Engineers for design engineering services onthe Bridgeland Duchesne River Bridge project No. BHO-LC13(4) in the amount of $7,881.44.

Motion:   Commissioner Stradinger made a motion to accept payment request No. 3 inthe amount of $7,811.44.  Commissioner Peatross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Commissioner Ross and Mr. Nielsen discussed the pavement problems on Pariette Road #33.  Mr. NIelsne stated that the weather may have been too cold last fall when the asphalt was put down.

Discussion on Bid Process for Asphalt Paving Activities for  2003  The commission reviewed the draft advertisement for asphalt bids for 2003.  Sealed bids are to be in the Duchesne County Road Department office by Friday February 28 at 3:30 PM and will be opened at 9:00 AM on March 3rd in Conference Room No. 1 at the Duchesne County Administration Building.

Approval of the Wildland Fire Suppression Formula and Funding for 2003 The Wildland Fire Suppression Fund is to help counties in teh state with the expenses of fighting wildland fires.  The fee is based on the unincorporated acreage and the property values in the county.  The assessment for 2003 is $30,499.

Motion:   Commissioner Stradinger made a motion that as a result of the drought and another year of high fire risk to apy the assessment of $30,499 to the Division of Forestry, Fire and State Lands.  Commissioner Peatross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Consideration and Approval of Agreement with S&S Services for Television Transmitter Service   Motion:  Commissioner Peatross made a motion to accept the agreement for television transmitter services with S&S Services inthe amount of $60,000 to be paid in twelve equal payments starting on February 20, 2003.   Commissioner Stradinger made an amendment to the motion - Duchesne County is to pay 50% or $30,000 and Uintah County is to pay the other 50% or $30,000.  Commisisoner Stradinger second.  Motion carried.  Roll Call Vote: All Commissioners Voting Aye.

Morning Agenda Items:
The sale of surplus real property was discussed in the morning work session.   This property has been through the county surplus sale and was struck back to the county.  The property is in Cove Acres and Vista Valley.  They are parcels that are too small to build on.  The adjoining property owners were notified and asked if they were interested in purchasing the lots.  They in turn have submitted bids either in writing or by phone.

Motion:   Commissioner Stradinger made a motion to accept the high bids that were submitted to the auditor's office.  Commissioner Peatross second.  Motion carried.  Roll Call Vote: All Commissioners Voting Aye.

This agenda item is scheduled for February 24th

Auditor's Office - Vouchers - Tax Adjustments - Department Head Time Sheets - Personnel Issues - Finances

Vouchers:   Deputy Auditor Becky Norris presented vouchers #82556-82670 totaling $135,031.85 for approval.

Motion:   Commissioner Peatross made a motion to accept the vouchers.  Commissioner Stradinger second.  Motion carried.  Roll Call Vote: All Commissioners Voting Aye.

Approval of February 3, 2003 Commission Minutes
The minutes were reviewed and corrections made.

Motion:   Commissioner Stradinger made a motion to accept the minutes with corrections.   Commissioner Peatross second.  Motion carried.  Roll Call Vote: All Commissioners Voting Aye.
