MINUTES FOR REGULAR COMMISSION MEETING HELD NOVEMBER 25, 2002 BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Acting Commission Chairman Guy R. Thayne, Commissioner Larry S. Ross, Commissioner Lorna Stradinger attending weed meetings in Salt Lake.

Others Present:  Kent Peatross, and Deputy Clerk/Auditor taking minutes.

Prayer: Commissioner Ross
Pledge of Allegiance

Road Issues  Supervisor Nielsen not in attendance today.

Auditor's Office - Vouchers - Tax Adjustments - Personnel Issues - Time Sheets.  Vouchers:   Deputy Clerk/Auditor Becky Norris presented vouchers #81728 to #81797 totaling $81,531.92 for approval.

Motion:   Commissioner Ross made a motion to accept the vouchers.  Commissioner Thayne second.  Motion carried.  Roll Call Vote:  Both Commissioners Voting Aye.

Time Sheets:  Deputy Clerk/Auditor Leann Stewart presented department head time sheets for review.

Motion:   Commissioner Ross made a motion to accept the assessor's tax adjustments.   Commissioner Thayne second.  Motion carried.  Roll Call Vote:  Both Commissioners Voting Aye.

Approval of November 18, 2002 Commission Minutes -  The minutes were reviewed.   Motion:  Commissioner Ross made a motion to accept the minutes with corrections.  Commissioner Thayne second.  Motion carried. Roll Call Vote:  Both Commissioners Voting Aye.

Motion:   1:30 PM Commissioner Ross made a motion to adjourn until the CDBG public hearing at 3:00 PM.  Commissioner Thayne second.  Motion carried. Roll Call Vote:  Both Commissioners Voting Aye.

3:00 PM Public Hearing - Community Development Block Grant - Small Cities Program - Laurie Brummond, UBAOG Executive Director

Commissioner Thayne welcomed everyone to the Community Development Block Grant public hearing.  The approximate amount of funding that the Uintah Basin Region will receive is $420,000.00  There is variety of projects that are eligible under the CDBG program.  Some of the projects are:

  1. Acquisition of real properyt, acquisition and constructino of public works.

  2. Code enforcement,

  3. Demolition,

  4. Removal of architectural barriers to the disabled,

  5. Provision of public services,

  6. Required matching funds,

  7. Relocation payments,

  8. Planning activites

  9. Administration of federal programs,

  10. Housing assistance, and economic development.

The community development funding must be used for activities that will meet the national objective of benefit to low/moderate income individuals.  In addition to low/moderate there are two other ways to meet the national objective; they are aiding in the prevention or elimination of slum or blight and urgent health and wlefare.

If any of the proposed community development project results in displacement of low/moderate income individuals then provisions iwll be made to assist in funding new housing.

Some of the projects that Duchesne County has administered in the past are:  water systems, water studies, housing rehabilitation, senior centers, fire stations, etc.

Commissioner Thayne asked for comments and suggestions.

Charles Gotter, representing Tabby Valley Parks and Recreation Special Service District and Tabby Valley Historical Society asked for information and instruction on how to qualify for the CDBG funding.  Mrs. Brummond stated that they must firts have Tabiona Town or Duchesne Coutny as a sponsor.  She will meet with the committee for the proposed park and the historical preservation committee to give them additional guidance on applying for funding.

Mr. Howard Jenkins represented Bluebell Park.  Mr. Jenkins discussed funding to purchase equipment for the park.  Mrs. Brummond suggested that he put together a cost estimate for the equipment before the rating and ranking meeting in Vernal.

Personnel Director Carrie Mascaro asked the commisison for advise on wage increases.
