MINUTES FOR REGULAR COMMISSION MEETING HELD NOVEMBER 4, 2002 BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Lorna Stradinger, Commissioner Larry S. Ross, and Commissioner Guy R. Thayne.

Others Present:  Road Supervisor Douglas NIelsen, and taking minutes Deputy Clerk/Auditor Carol Casey

Road Issues:  Commissioner Stradinger and Mr. Nielsen discussed the obstruction at the stop sign on 4000 South 5000 West in Cedarview.  Mr. Nielsen will ask Ron Johnson to take care of it as soon as possible.

Commissioner Ross is also concerned with the growth of willows in front of the stop sign at the old cheese plant in Altamont.  Mr. Nielsen stated that the road in Altamont is a state road.  He will inform them of the problem.

Motion:   Commissioner Ross made a motion to accept the assessor's tax adjustment.   Commissioner Thayne second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Motion:   Commissioner Thayne made a motion to accept the assessor's tax adjustment.   Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Vouchers:   Deputy Clerk/Auditor Becky Norris presented vouchers #81440 to #81530 totaling $285,858.89 for approval.

Motion:   Commissioner Thayne made a motion to approve the vouchers with the extension of mileage for two commissioners.  Commissioner Ross second.  Motion carried. Roll Call Vote:  All Commissioners Voting Aye.

Deputy Assessor Alisa Muir presented the mail in appeals for commission review.  The appeals will be forwarded to the state for their consideration.

Motion:   Commissioner Thayne made a motion to accept the assessor's recommendation for state appeals.  Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Motion:   Commissioner Ross made a motion to recess commission meeting until 2:30 PM.   Commissioner Thayne second.  Motion carried. Roll Call Vote:   All Commissioners Voting Aye.

...............Extension Agent Troy Cooper, Renee & Robert Park, Clay Park and Eric Park joined the meeting...............

Extension Service and 4-H Members Presentation
Clay Park stated that recently he attended meetings in Washington D.C. as a delegate of the National 4-H Conference.  He visited with the congressman and representatives from Utah.  They all seemed to agree on some basic concernes for America.  (1)  The federalization of nearly every aspect of our lives, like education and public land use.  (2)  Protection of our basic rights.  (3)   The battle over values and the battle for the sould of Americans.  (4)   Lack of civility and values in our society.  Mr. Park spoke of the positive influences the 4-H program has for the youth.  "I've learned to believe in myself, to value education and wholesome relationships.  I look to well trained mentors for direction, I am a 4-H member", he stated.  4-H programs are in place through the extension service in every coutny.  It takes a strong  team of volunteers to provide training opportunities for these youth.  Cooperation with county agents and leadership must be a priority.  The commissioners continued support is need for these programs.  (see attachment)

Eric Park also is involved in the 4-H program.  He stated that in the 4-H program boys and girls participate on an equal level.  4-H teaches young people to overcome obstacles and make the best better.  Only about 4% of federal youth dollars  goes to 4-H programs.  Senator Orin Hatch once stated that no other program does a better job with so little funding.  This is because of 4-H's massive volunteer base.  Eric also requested that the commission continue financial support for the 4-H program.  (see attachment)

Extension Agent Troy Cooper stated that there are 408 4-H members and over 200 volunteer leaders in Duchesne County.  Mr. Cooper stated that these two young men are just two examples of what 4-H is doing for the youth of Duchesne County.  The project area most interesting to the youth of this county is the livestock program.  There were over 200 kids showing livestock this year, and 172 members entered 726 exhibits.  They are also partnershipping with other programs such as the PAWS program.  Mr. Cooper appreciates the commission support and asks for their continued support in the future.

The Commission remarked that the 4-H program is an excellent program for the youth of the ocunty and thanked Mr. Cooper for his dedicated service as a 4-H leader and as the extension agent.
