MINUTES FOR REGULAR COMMISSION MEETING HELD SEPTEMBER 30, 2002 BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Lorna Stradinger, Commissioner Larry S. Ross, and Commissioner Guy R. Thayne.

Others Present:  Road Supervisor Douglas Nielsen, Deputy Clerk/Auditor Carol Casey taking minutes

Pledge of Allegiance

Road Issues:  Mr. Nielsen stated that the road department has finished chipping.  They have eight miles of county roads to flush.  The road department has paved Sharmel Acres and Country Road Subdivision, and will pave Uintah Canyon Road and some more on the Pariette Road next.  They will proceed with shoulder work on all newly paved roads after they have finished the paving.

Commissioner Thayne reported on the new street signs that have been placed in Mountain Home.  He stated that the Boy Scout Robert Checketts did an excellent job installing the signs.

Auditor's Office - Vouchers - Tax Adjustments - Personnel Issues - Time Sheets

Vouchers:   Deputy Clerk/Auditor Becky Norris presented vouchers #81068 to #81134 totaling $134,509.91 for approval.

Commissioner Stradinger expressed concern over cell phone charges.  She asked Mrs. Norris to check into the possibility of obtaining rates for business hours.  Nighttime and weekend rates are of no use to the commission, they must be available for the public during regular business hours.

Motion:   Commissioner Ross made a motion to approve the vouchers and to set aside the voucher to U.S. Bank in the amount of $126,281.25 until the commission talks with Clerk/Auditor Diane Freston.  Commissioner Thayne second.  Motion carried.   Roll Call Vote:  All Commissioners Voting Aye.

Time Sheets:  Deputy Clerk/Auditor Leann Stewart presented department head time sheets to the commission.  Mrs. Stewart also presented several requests for tax abatements to the commission for approval.

Motion:   Commissioner Ross made a motion to grant tax abatements to parcels #00-030-6500 & HT-92-0045.  Commissioner Thayne second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Approval of September 23, 2002 Commission Minutes - The minutes were reviewed.  Motion:   Commissioner Thayne made a motion to accept the minutes with corrections.   Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

2:00 PM Public Hearing - Supplement of the Duchesne County Plan   Motion:  Commissioner Thayne made a motion to go into the public hearing for discussion of the supplement of the Duchesne County Plan.  Commissioner Ross second.  Roll Call Vote:  All Commissioners Voting Aye.

Motion:  Commissioner Ross made a motion that after reviewing the supplement of the Duchesne County Plan there are changes to be made.   The public hearing will be extended for one week and will be discussed in commission meeting on October 7, 2002 at 3:30 PM.  Commissioner Thayne second.  Roll Call Vote:  All Commissioners Voting Aye.
