MINUTES FOR REGULAR COMMISSION MEETING HELD JULY 29, 2002
BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Lorna Stradinger, Commissioner Larry S. Ross, and Commissioner Guy R. Thayne.

Others Present:  Road Dupervisor Douglas Nielsen, Deputy Attorney Roland Uresk, Lori Brummund, and Diana Jensen.

Pledge of Allegiance

Road Items:  Road Supervisor Doug Nielsen has received a request from Altamont City to chip approximately two miles of city streets.  The city will pay full cost for the chipping.  The cost will be approximately $6,000 a mile.  Mr. Nielsen stated that the road department will be chipping in the Arcadia area and it will not be a problem to do the Altamont job while they are in the area.  Mr. Nielsen stated that time is the only issue.  The county road chipping will start after Labor Day and hopefully cold weather will not set in too early.

Motion:   Commissioner Thayne made a motion to chip Altamont City streets.  Altamont City will reimburse the county full cost for materials, equipment and labor.   Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Mr. Nielsen stated the road department is currently working on North Cresent Road near the Dye Dugway.  Mitchell Cosntruction is averaging about 1,000 tons of product a day. 

Commissioner Ross stated that the closing on the CIB loan to purchase equipment for the Duchesne/Wasatch Special Service District is August 15th in Richfield.

Consideration and Approval of Aging Agreement/Contract with Uintah Basin Association of Government

Motion:   Commissioner Thayne made a motion to accept the contract between Duchesne County and Uintah Basin Association of Governments with corrections.  Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Consideration and Approval of Contract with Alfred Stringham for Television Transmitter Service

Motion:   Commissioner Ross made a motion to accept the contract between Duchesne County, Uintah County and Alfred Stringham for television transmitter service.  Commissioner Thayne second.  Motion carried.  Roll Call Vote:   All Commissioners Voting Aye.

Consideration of Interim Inspections/Building Ispector Advertising  Ms. Mutton asked for permission from the commission to wave the one-week in-house advertisement for building inspector.  The reason for advertising directly to the public is there are no county employees with qualifications for the inspector position. 

Motion:   Commissioner Thayne made a motion to wave the one-week in-house advertisement for building inspector because of a lack of qualified county employees.  Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Ms. Mutton reiterated that the county wishes to advertise for a person or company to apply for the position.  She also reviewed the specs for the position.

Commissioner Ross suggested that Commissioner Thayne review the advertisement to hire personnel and or the bid specifications prior to it being advertised.

Blue Cross/Blue Shield Insurance Overpayment
On January 1, 2002 Duchesne County changed ental insurance providers from Blue Cross/Blue Shield to Dental Select.  Blue Cross/Blue Shield was properly noticed at that time of the cancellation.

Personnel Director Judy Mutton reported to the commission that there had been a series of errors from the auditor's office subsequent to the change.  Ms. Mutton stated that Deputy Clerk/Auditor Leann Stewart did not distinguish from 2001 and 2002 billings.  As a result, Blue Cross/Blue Shield was erroneaously reimbursed over $7,000.

Blue Cross/Blue Shield now refuses to make appropriate adustments or provide requested reports.   They maintain that the county made the mistake and they do not intend to call the money back.

Insurance agent, Ray Hussey, says that he will work on getting applicable reports and whatever reimbursement possible.

Ms. Mutton reaffirmed that the auditor's office and county employees had been property noticed of the insurance change.

Auditor's Office-Vouchers-Tax Adjustments-Personnel Issues-Time Sheets  Vouchers:   Deputy Clerk/Auditor Andrea Higbee presented vouchers #80124 to #80181 and predraw #80123 totaling $73,468.47 for approval.

Motion:   Commissioner Thayne made a motion to approve the vouchers.  Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Approval of July 22, 2002 Commission Minutes -  The minutes were reviewed and corrections made.

Motion:   Commissioner Ross made a motion to accept the minutes with corrections.   Commissioner Thayne second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.
