MINUTES FOR REGULAR COMMISSION MEETING HELD JULY 22, 2002
BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commissioner Larry S. Ross and Commissioner Guy R. Thayne.  Commissioner Lorna Stradinger, absent.

Others Present:  Road Supervisor Douglas Nielsen, Personnel Department Judy Mutton, and Clerk/Auditor Diane Freston.

Pledge of Allegiance

Road Issues:  Doug stated that Mitchell Construction is producing on average 920 tons of asphalt a day and have a total of 21,000 tons put down on roads in the east side of the county.  The department is currently working near the Dye Dugway.

Commissioner Thayne asked Doug ifthe county is staying on schedule with the maintenance of roads in the county.  Doug answered that the chipping will be caught up by fall.   Commissioner Thayne commented that the Moon Lake Road is in need of chipping also.

There has been a request for pavement on 5000 Sought and SR 87.  The county will include the request in the next road review.

The commission suggested that Doug check with Hanna Water & Sewer and see where they will be with their construction of water lines before he makes plans for next summers road repair in that area.

Commissioner Ross stated that before any decisions are made regarding the Bridgeland Bridge a public meeting needs to be held to inform the public of the alternatives.  The Historical Society also may have additional funding available.

Commissioner Thayne asked why the tire bid is for Goodyear tires only.  Doug stated he follows the stated guidelines, and the federal governemnt subsidizes the delares to handle the used tires.

Other Business:  Dates of Board of Equalization
Clerk/Auditor Diane Freston and Assessor Greg Garff discussed setting the date for the Board of Equalization hearings with the commission.  The dates of August 20th & 21st 10:00 AM to 4:00 PM and September 13th 2:00 PM to 7:00 PM were agreed upon.

Judy Mutton - Personnel Issues
Judy and the ocmmission discussed hiring vs. contract building inspections.

Motion:  Commissioner Ross made a motion to go into executive session to discuss pending litigation.  Motion carried.  Roll Call Vote:  Both Commissioners Voting Aye.

Motion:  Commissioner Ross made a motion to go out of executive session.  Motion carried.  Roll Call Vote:   Both Commissioners Voting Aye.

Auditor's Office - Vouchers - Tax Adjustments - Personnel Issues - Time Sheets  Clerk/Auditor Diane Freston informed the commission that she had received a letter from a property owner wishing to turn their property over to the county.  There is one year taxes owed on the property.

Motion:  Commissioner Ross made a motion to accept property #3592 as surplus property.  Motion carried.  Roll Call Vote:  Both Commissioners Voting Aye.

Vouchers:  Deputy Clerk/Auditor Becky Norris presented vouchers #80060 to #80122 totaling $89,189.25 for approval.

Motion:  Commissioner Ross made a motion to approve the vouchers.  Motion carried.  Roll Call Vote:   Both Commissioners Voting Aye.

Time Sheets:  Deputy Clerk/Auditor Leann Stewart presented department head time sheets for commission review.

Approval of July 15, 2002 Commission Minutes - The minutes were reviewed and corrections made.

Motion:  Commissioner Ross made a motion to accept the minutes with corrections.  Motion carried.  Roll Call Vote:  Both Commissioners Voting Aye.

Adjournment:  2:40 PM
