MINUTES FOR REGULAR COMMISSION MEETING HELD JULY 15, 2002
BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Lorna Stradinger, and Commissioner Guy R. Thayne.  Commissioner Ross absent.

Others Present:  Road Supervisor Douglas Nielsen

Road Issues:  Doug and the commission discussed Horrocks Engineers cost estimate and work plan for phase one engineering wervices on the Bridgeland Bridge historical project.

There are three alternatives to be considered in the Environmental Document.

  1. Leave the bridge as a one-way and rehabilitate it.  This should include current and future traffic volumes.

  2. One-way with a sister one-way structure for apposing traffic.

  3. Put in a new two-way structure and ust the existing structure for a bike/ped path.  The new alignment will require additional funding.

Motion:   Commissioner Thayne made a motion to accept Horrocks Engineers cost estimate of $105,460 for phase one of the Bridgeland Bridge Project, BHO-LC13(4).  Motion carried.  Roll Call Vote:  Both Commissioners Voting Aye.

Doug stated that today is day ninteen for paving on the east side of the county.  They are averaging 820 tons of asphalt a day.

Commissioner Thayne discussed removing the yield sign on the north and south road by the old Talmage Store and placing it to the east of the intersection.  Doug said he would.

Consideration of Morning Agenda Items:  Karl Mott/Utah Mini Ranches  Mr. Steed stated that they had send several faxes to Mr. Mott asking for final inspections to be scheduled at 9:00 AM on July 12th.  Mr. Mott called at 10:00 AM the day of the inspection and stated that he could not do the inspections until he had the grade stamps on the lumber and several other items.  Mr. Steed  stated the homeowners have loan commitments and they need to get the final inspections done.

Karl Mott, Joe Steed, Vince Isbeel, Bob Downard, & James Grant met this morning with the commisison in the work meeting to discuss buidling inspection issues.

Commissioner Thayne stated that Mr. Downard indicated this morning that the materials are not acceptable until the grade stamps are done.

Mr. Steed stated to the commission that after the meeting this morning he and Mr. Downard inspected hte homes in the subdivision.  It was Mr. Steeds impresion after the inspection that the homes should pass the final inspection.

Karl stated that he still needs the grade stamp on the lumber and engineering plans on several of the homes before he will do a final inspection.

Mr. Steed stated that he had uspplied them to Karl once before.

Commissioner Stradinger suggested that in the future Mr. Steed get a receipt.

The commission will not make a decision regarding the discussion until they have a follow-up meeting with Mr. Downard, and Deputy County Attorney Roland Uresk.

Karl stated that as soon as he gets the necessary documents from Utah Mini Ranches he will do the inspections.

Commissioner Stradinger made the following statement "in the future any correspondence from the building department regarding, Highland Development will go before the commission."  (no motion was made)  She also informed Mr. Steed that the Uniform Building Code adopted by Duchesne County must be followed.

Consideration and Approval of Ordinance 02-194

AN ORDINANCE AUTHORIZING EMPLOYMENT BACKGROUND CHECK.

WHEREAS Duchesne County Employees and various individuals in capacities concerning government; and
WHEREAS Duchesne County has deemed it important that a background check be run on all potential employee; and
WHEREAS Duchesne County is seeking to hire a person for the position of Domestic Violence Coordinator's Assistant; and fore good cause shown;
BE IT HEREBY ORDAINED that an employment background serach including the criminal records on BCI or NCIC be conducted for the following persons:

Kath Chapman
Carla Hill
Melissa Walkup

DATED this 8th day of July, 2002.

Motion:  Commissioner Thayne made a motion to accept Ordinance 02-194.  Motion carried.  Roll Call Vote:   Both Commissioners Voting Aye.

Auditor's Office - Vouchers - Tax Adjustments - Personnel Issues - Time Sheets  Vouchers:  Deputy Clerk/Auditor Andrea Higbee presented vouchers #79971 to #80059 and predraw #79970 totaling $208.208.19 for approval.

Motion:  Commissioner Thayne made a motion to approve the vouchers.  Motion carried.  Roll Call Vote:   Both Commissioners Voting Aye.

Approval of July 8, 2002 Commission Minutes -   The minutes were reviewed and corrections made.

Motion:  Commissioner Thayne made a motion to accept the minutes with corrections.  Motion carried.  Roll Call Vote:  Both Commissioners Voting Aye.
