MINUTES FOR REGULAR COMMISSION MEETING HELD JULY 1, 2002
BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Lorna Stradinger, Commissioner Larry S. Ross, and Commissioner Guy R. Thayne.

Others Present:  Road Supervisor Douglas Nielsen, Clerk/Auditor Diane Freston, Marreen Casper, Angela Eddington.

Pledge of Allegiance

Road Issues:  Doug stated that the road department is currently paving at 2580 North 3000 West in Hancock Cove.  They will be working in the vicinity of Montwell next.

Marreen Casper - Aidt to Senator Hatch - Letter of Support for Full Funding of PILT
Mrs. Casper stated that Senator Hatch is still working towards full funding for PILT.  PILT is one of Senator Hatch's top priorities to save.  She further stated that because of the money being spent on defense and war, the administration has cut ear-marked requests.  More than any other state, Utah's counties have educated members of congress on the importance of the PILT program.  Mrs. Casper requested that the commission get more information to Senator Hatch of what full funding would do for Duchesne County.

Commissioner Thayne requested that Mrs. Casper check into emergency funds for the economic disaster for agriculture in the west caused by the drought.  Ranchers who have taken fifty years to build their ranches are selling half of their livestock this year just to survive.   Commissioner Ross commented, half the mother cows in the county will be sold off this year.  As a result of the drought the economic impact for the county as well as the state could be substantial.

Commissioner Stradinger commented that congress also needs to be aware of the movement by environmental and conservation groups to buy forest permits and permanently retire them from public grazing.  Mrs. Casper stated that they are aware of the movement.  Senator Hatch will keep the interests of the cattleman in mind.

Discussion and Approval of Television Maintenance Contract with Alfred Stringham
The contract has not been prepared.  This agenda item was tabled until futher notice.

Commission meeting adjourned temporarily for the 2:00 P.M. tele-conference of the Duchesne/Wasatch Bluebench Landfill Special Service District Board.

Reconvened at 2:35 P.M.

Auditor's Office - Vouchers - Tax Adjustments - Personnel Issues -Time Sheets  Vouchers:  Deputy Clerk/Auditor Andrea Higbee presented vouchers #79746 to #79912 totaling $138,245.68 for approval.

Motion:  Commissioner Thayne made a motion to approve the vouchers.  Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Approval of June 10, 2002 Commission Minutes - The minutes were reviewed and corrections made.

Motion:  Commissioner Thayne made a motion to accept the minutes with corrections.  Commissioner Ross second.  Motion carried.   Roll Call Vote:  All Commissioners Voting Aye.

Approval of June 17, 2002 Commission Minutes - The minutes were reviewed and corrections made.

Motion:  Commissioner Ross made a motion to accept the minutes with corrections.  Commissioner Thayne second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Motion:   Commissioner Thayne made a motion to accept the tax adjustments.  Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Other Business:
Discussion of State II Fire Moratorium - Georg Adams
Because of extreme fire hazard in Duchesne County the commission declares an immediate moratorium.  (see attachment).

Motion:   Commissioner Ross made a motion to declare a Stage II Fire Moratorium for Duchesne County.  Commissioner Thayne second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Discussion of Property Turned Back to the County - Diane Freston  Auditor Diane Freston presented two eltters from property owners wishing to return their property to the county.  The properyt is clear with no back taxes owed.

Motion:   Commissioner Ross motioned to accept the property.  Commissioner Thayne second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.
