MINUTES FOR REGULAR COMMISSION MEETING HELD ON MARCH 11, 2002 
BEGINNING AT 1:00 PM IN COMMISSION BOARD ROOM IN
DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Lorna Stradinger, Commissioner Larry S. Ross, and Commissioner Guy R. Thayne.

Others Present:  Deputy Attorney Roland Uresk, Clerk/Auditor Diane Freston and Deputy Clerk/Auditor Carol Casey

Road Items:  Supervisor Doug Nielsen
Mr. Nielsen advised the commission that Rex Harrison, of Horrocks Engineers and Greg Searle, UDOT were woring together to revise the MOU on the Arcadia Road Project.

The MOU is not clear as to engineering costs, and are they considered part of the construction costs.  Commissioner Ross is concerned that afte3r paying engineering costs there may not be enough funds left to finish the project.

Commissioner Thayne stated that Trooper Stradinger has concerns regarding the speed signs in the Neola area.  It seems that some of the signs are not consistent in both directions of travel Mr. Nielsen stated that the road going north from the store is a BIA road and Trooper Stradinger will need to talk with Dallas Perank.  The road west of the store is a county road and the road to the east is a state.  Mr. Nielsen will take care of the signs on the county road.

Discussion and Approval of Deputy County Attorney to Assist County Attorney Herbert Gillespie

Motion:  Commissioner Thayne motioned to table the discussion.  Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Approval of March 4, 2002 Commission Minutes - The minutes were reviewed and corrections made.

Motion:  Commissioner Ross motioned to accept the minutes with corrections.  Commissioner Thayne second.   Roll Call Vote:  All Commissioners Voting Aye.

Motion:  Commissioner Thayne motioned to accept the tax adjustments submitted by the assessor.   Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Commissioner Ross stated that he had a memo from Mr. Charley Evans regarding the process of HB 152.  The commission discussed Mr. Evans voucher for payment for lobbying HB 152.  The commission will review with all nine mineral producing counties the appropriate amount before responding back to Mr. Evans.

Mr. Linden Dye stopped in to thank the commission for their support with the clean-up effort in and around Neola the past year.
