MINUTES FOR REGULAR COMMISSION MEETING HELD FEBRUARY 4, 2002 BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Lorna Stradinger, Commissioner Larry S. Ross, and Commissioner Guy R. Thayne.

Others Present:  Road Supervisor Doug Nielsen, Deputy Attorney Roland Uresk, Deputy Clerk/Auditor Carol Casey

 Pledge of Allegiance

 Road Items:   Supervisor Doug Nielsen
Mr. Nielsen informed the commission that the landfill meeting has been rescheduled.  The meeting will be February 20, 2002 at 6:30 P.M. at Wasatch County.
            The road department is currently working at 1000 North on County Road No. 156 in Hancock Cove.  The road department will also be starting on County Road No. 59 near the Johnson Water Office.
            Commissioner Stradinger asked Mr. Nielsen to remind the planning office to contact one of the persons petitioning for road improvement on Ioka Bench and advise them that their request for road improvement will need to follow the process of coming before the planning and zoning commission.  

 

Discussion Regarding Funds for a Regional Airport Feasibility Study
The commission discussed contributing to a feasibility study for a regional airport in Uintah County. Commissioner Ross stated that the airport would not be close enough to Duchesne County to benefit the economy or the residents of the county.   Commissioner Thayne is concerned that a study may jeopardize funding for the small city airports in Duchesne County.

Commissioner Stradinger agrees that funding for the small airports could be at risk with the FAA if a study was to be done.

The commission believes that Uintah County should enhance their current airport.             

Motion:  Commissioner Thayne motioned to turn down the request from Uintah County to contribute funds for a regional airport study. Commissioner Ross will draft a letter to be sent to Commissioner Swain informing him of the decision.  Commissioner Ross second.  Motion carried. Roll Call Vote: All Commissioners Voting Aye.

 

Awarding of the Bid for Duchesne County Administration Building Janitorial Service
Commissioner Thayne reclused himself from the discussion and decision.

Motion:  Commissioner Ross motioned to accept the bid from R & M Janitorial in the amount of $24,000 including chemicals for year 2002.  Motion carried.  Roll Call Vote:  Both Commissioners Voting Aye.

 

Appointment of Executive Committee Fair Board Member

Commissioner Thayne reclused himself from the discussion and decision. 

            Motion: Commissioner Ross motioned to appoint Debbie Thayne to the fair board executive committee.  Motion carried.   Roll Call Vote:  Both Commissioners Voting Aye.

The commission and Deputy Attorney Roland Uresk discussed Attorney Uresk’s contract.   County Attorney Gillespie has rejected the contract as it is written.  Attorney Gillespie has submitted a list of changes he would like in the contract.  (see attached list)  The commission is not in favor of all the changes and more negotiations will be necessary.

 

Auditor’s Office – Vouchers – Tax Adjustments – Personnel Issues - Tax adjustments – Assessor

Deputy Assessor Alisa Muir presented a request for a tax appeal from Frederick D Muller.  Mrs. Muir stated that Mr. Muller feels his value was harsh and unfair.  The assessor’s office did do an adjustment but Mr. Muller is still requesting more adjustments.

Mr. Muller’s request is not within the time frames or guidelines of board of equalization rules.  His request includes years 1999, 2000 and 2001.  When funds have been allocated to other entities it is not good policy to consider such a request.

Motion:  Commissioner Thayne motioned to reject the tax appeal from Mr. Muller. The assessor’s office is to inform Mr. Muller that if he wants to continue the appeal he may appeal to the State Tax Commission.  Commissioner Ross second.  Motion carried.   Roll Call Vote:  All Commissioners Voting Aye.  
  
Approval of January 28, 2002 Commission Minutes -  The minutes were reviewed and corrections made.

Motion:   Commissioner Ross motioned to accept the minutes with corrections.   Commissioner Thayne second. .  Roll Call Vote:  All Commissioners Voting Aye.

Vouchers:  Deputy Clerk/Auditor Andrea Higbee presented vouchers #78120 to #78155 totaling $140,768.86 for approval.

Motion:  Commissioner Thayne motioned to approve the vouchers.  Commissioner Ross second.  Motion carried. Roll Call Vote:  All Commissioners Voting Aye.

Time Sheets:  Deputy Clerk/Auditor Leann Stewart presented department head time sheets for review.

            Adjournment:  2:30 P.M.
