MINUTES FOR REGULAR COMMISSION MEETING HELD DECEMBER 3, 2001 BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Guy R Thayne, Commissioner Larry Ross, and Commissioner Lorna Stradinger.

Others Present:  Deputy County Attorney Roland Uresk, Road Supervisor Douglas Nielsen, Deputy Clerk/Auditor Carol Casey, Mr. & Mrs. Melvin Pennington, Dean Johnson, and Karl Mott.

Road Issues:   Doug stated that the road department is currently working on County Road #93 in Utahn.

Road Hearing - Extension of County Road No. 2 West to 47,000 West.  Present:  Commission Chairman Guy R Thayne, Commissioner Larry Ross, and Commissioner Lorna Stradinger.   Deputy County Attorney Roland Uresk, Road Supervisor Douglas Nielsen, Deputy Clerk/Auditor Carol Casey, Mr. & Mrs. Melvin Pennington, Dean Johnson, and Karl Mott.

The intent of this hearing is to consider putting this section of road on the county B-Road system.

Commissioner Thayne asked if htere were any comments regarding the extension of County Road No. 2 in the Fruitland area.   No comments were made.

Doug explained that the extension will take the road west 3/4 mile to 47,000 West.

Motion:   Commissioner Ross motioned that County Road No. 2 be added to the county B-Road system and extended West 3/4 mile to 47,000 West.  Commissioner Stradinger second.   Roll Call Vote:  All Commissioners Voting Aye.

Melvin Pennington - Road Issues
Mr. Pennington addressed the commission.  Mr. Pennington stated that he was in a year ago and asked if the county would grade the road through Lake Canyon Estates to the top of the hill.  The commission instructed Mr. Penningotn at that time to get permission from the property owners.  Mr. Pennington now has the necessary signatures and would like to have the road graded, he stated that the dug-way is especially in need of some work.

Doug expressed concern that the road might be frozen and it could be spring before any work could be done.

Commissioner Ross suggested that Doug inspect the road and use his discretion as to the condition of the road.

Motion:   Commissioner Stradinger motioned to accept the tax adjustments.  Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Approval of November 26, 2001 Commission Minutes - The minutes were reviewed and corrections made.

Motion:   Commissioner Stradinger motioned to accept the minutes with correctsion.   Commissioner Ross second.  Motion carrid.  Roll Call Vote:   All Commissioners Voting Aye.

Vouchers:   Deputy Clerk/Auditor Andrea Higbee presented vouchers #77279 to #77354 totaling $141,105.88 for approval.

Motion:   Commissioner Ross motioned to approve the vouchers.  Commissioner Stradinger second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Personnel Issues - Judy Mutton
Motion:
  Commissioner Ross motioned to go into executive session to discuss personnel issues.  Commissioner Stradinger second.  Motion carried.   Roll Call Vote:  All Commissioners Voting Aye.

Motion:   Commissioner Ross motioned to go out of executive session.  Commissioner Stradinger second.  Motion carried.  Roll Call Vote:   All Commissioners Voting Aye.

Judy Mutton, personnel, presented a request for a leave of absence without pay from Dean Johnson, building department.

Motion:   Commissioner Stradinger motioned to accept the request from Dean Johnson for a leave of absence without pay from December 9, 2001 through February 3, 2002 for personal reasons.  Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Consideration and Decision on Dental Insurance for 2002 - Judy Mutton  Judy stated that Mr. Hussey, from Uintah Basin Medical Center informed her that the self-funded dental program trust account is in a short fall.  The Blue Cross Dental Insurance is proposing an increase in the insurance.  The other option is to (a) change to Dental Select Insurance Company, (b) raise the deductible to $50.00 per employee and $150.00 per family, (c) and initiate a waiting period of one year for secondary and orthodontic procedures for new employees.

Motion:   Commissioner Ross motioned to change the county dental insurance from Blue Cross/Blue Shield to Dental Select, to raise the deductible to $50.00 per employee and $150.00 per family,  new employees shall have to wait one year before having secondary procedures.  Commissioner Stradinger second.  Motion carrid.  Roll Call Vote:  All Commissioners Voting Aye.

Central Utah Water Conservancy District Board Members
Duchesne County has the legal responsibility as set by statue to submit three names to Governor Leavitt for his consideration.  After interviewing the five applicants three names were submitted on November 28, 2001.  The three names are Randy Crozier, Keith Mortensen, and Lynn Burton.
