Road
Issues: Doug stated that the road department will start work on County
Road #93 in Utahn next week. They will build up and gravel it from Highway No. 35 to
the first curve which is about one mile.
Commissioner
Stradinger suggested to Doug that he personally go to Mr. Norm Cambridge's BIA office and
pick-up the tribal road agreement.
Doug
received a letter from Central Utah Water Conservancy District. The letter serves as
official notification of termination of the Memorandum of Understanding between the
Central Utah Water Conservancy District and Duchesne County for snow removal on the Upper
Stillwater Road. Since the road was added to the county's Class B Road system the
agreement with CUP is no longer needed.
Commissioner
Thayne informed Doug that the 46995 West sign in Fruitland is out of sequence.
Allen
Humes - Road Issues in Fruitland Area
Mrs. Humes stated that they had been in thirteen years ago to request the
road work on 5000 south in Fruitland. The county started work on the road some time
ago then stopped while a water line was being run and never returned. The Humes are
restoring an old cemetery at the end of the road. When the weather is wet the road
is a mud bog.
Doug
stated that the road appears to not be on the B Road system. Commissioner Ross
suggested that Doug review the status of the road and determine what is involved to get
the road usable.
CIB
Application for Heating Study
Motion: Commissioner Stradinger motioned for the county to apply for
CIB funding for an energy feasibility study on the Administration Building, the Justice
Center and the Crossroads Building. Commissioner Ross second. Motion carried.

Approval
of Memorandum of Agreement by and Between Robert Weidner, Government Relations Advisor,
and Duchesne County
Motion: Commissioner Stradinger motioned to approve the amended
agreement with Robert Weidner for an increase of $1,500 making a total of $9,000 due for
consulting and lobbying activities in Washington DC on behalf of Duchesne County for the
year 2002. Commissioner Ross second. Motion carried. Roll
Call Vote: All Commissioners Voting Aye. (see

Agreement
for Erection and Maintenance of Gates on County Roads. Motion:
Commissioner Ross motioned to accept the agreement between Carter Land &
Livestock and Duchesne County to allow the erection of two gates on a temporary basis for
the control of grasshopper infestation and the use of fall feed. In accordance with
the provisions of Sec. 26-12-138.5 Utah Code Annotated 1953, the county grants permission
to applicant to construct the gates across the county road at T1S, R5W connecting Danny
Christensen & Paul Christensen. Commissioner Stradinger second. Motion
carried. Roll Call Vote: All Commissioners Voting Aye.

Approval of Ordinance No. 01-193 - Planning Commission Revisions
of the Zoning Ordinance and Zoning Map.
Clayton advised the commission that Duchesne County Ordinance 97-125 and
98-146 will be superseded, repealed and amended through Ordinance 01-193.
The planning commission held several public hearings. Public comment
was received and acted upon. The planning commission strongly recommends approval of
both the zoning ordinance and map as presented.
Commissioner Thayne asked for questions or comments form the audience.
Dixie Jones asked for clarification on the decision regarding the Mt. Tabby
Springs. Clayton advised her that they have mapped 1/4 mile sections of land where
the proposed water line will run. (see attchment)

the revisions to Title Seventeen and to approve Ordinance NO. 01-193 and the map as
recommended by planning & zoning commission. Commissioner Stradinger second.

Discussion on Deeding Landfill Property in Myton back to Previous
Owner Attorney Uresk informed the commission that in order to transfer
ownership of the landfill a value of the property must be established by the assessor.
The county must receive in trade something of similar value. (This
discussion will be continues in the next commission meeting on November 19th)

Personnel Issues: Judu Mutton presented a request from justice court
to hire a temporary clerk. The job position will be advertised for the required time
of one month.
