presented the voucher from Burdick Paving in the amount of $2,717 for paving the parking
area for the Fruitland Water Conservancy District.
Commissioner Ross suggested to Doug that he write a
letter to the district informing them that the county has completed the parking area.
Doug informed the commission he had received a fax from
Vern Palmer of the BIA regarding the Arcadia Road. The Phoenix office is
very busy this time of year, September is the last month of the fiscal year 2001.
During this time of year our procurement office is very busy purchasing and
cleaning up their records for the past year. We will get this agreement finalized as

The commission perceives that it could be 2003 before
the construction on Arcadia Road project gets started.
Commissioner Stradinger read a letter of resonse from
the State of Utah Department of Transportation regarding traffic issues on SR-121 in
Neola. The request for signs and a culvert had been made over six months ago.
Thank you for your recent letter expressing concern
about traffic conditions on SR-121 in Neola. Your letter also included a drawing
detailing your concerns about the lack of sidewalks, reduced speed school zone by the
elementary school, reduced speed limit, "Children At Play" signs, and drug-free
zone signs.
We believe the existing 40 MPH speed limit in Neola is
reasonable based on the most recent speed limit study. The study takes into account
the prevailing speed of traffic among other factors. This means that residents of
Neola and those who live in the area are included in the data that significantly
determines the posted speed limit. It is not appropriate to lower a speed limit if
people are violating it already; lowering it only increases the number of violators.
We believe it is more appropriate to request increased enforcement of the ixisting
laws rather than lower the speed limit. Residents of the town should voice their
concerns about speeding with the Utah Highway Patrol or Duchesne County Sheriff so that
adequate enforcement of the speed limit can take place.
We will review the area to determine if the speed limit
signs are placed correctly and display the correct speed limit.
Installation of a reduced speed school zone requires an
engineering study to determine if it is even warranted. The criteria primarily
depends on the number of school children crossing the highway during the morning arrival
and afternoon dismissal times, the number of vehicles passing through the crosswalk during
those same times, and the number of gaps in the traffic stream that would allow the
children time to cross. If the local jurisdiction believes that a study should be
done. We will review the request and determine if it is reasonable to perform the
study.
If the local jurisdiction wants to install sidewalks
along SR-121, it needs to contact our Right-of-Way Engineer, Dan Knowlden, for information
about the process for sidewalk installation. His phone number is 801-227-8020.
Regarding the "Children At Play" and drug-free
zone signs, the department follows the nationally accepted criteria for signs as contained
in the Manual on Uniform Traffic Control Devices. This manual does not allow
for the use of either of those signs, so we will not install them.

Commissioner Stradinger stated that UDOT has been
contacted a number of times regarding these issues. The letter did not address the
three way stop going south out of Uintah Canyon or the need for a culvert at the same
intersection.
Commissioner Ross suggested that Doug write a letter to
UDOT asking for a copy of the study they refer to in their letter. Also ask UDOT to
review all the items that were asked for by the commission.
Commissioner Stradinger if very concerned regarding the
response from Mr. Conti of UDOT suggesting that lowering the speed limit would only
increase the number of speed violators.
Commissioner Thayne directed Doug to have the road in
Mountain Home town-site surveyed by the county surveyor before construction is started.
Commissioner Thayne asked Doug what the county policy is
regarding gates on county roads. The Carters would like to place a gate on their
property in Talmage. Doug stated that a gate can be installed if there is an
existing fence. The gate cannot be locked. If there is no fence then the owner
must get county commission approval to install a fence and gate. Doug was asked to
check into the law further.
Final Bond Resolution 01-17 by the County -
Marc Edminster Marc Edminister is the financial advisor for Lewis, Young,
Robertson, & Bruningham, Inc.
Mr. Edminister explained that the action today is the
final bond resolution by the county and the final bond resolution fo the Municipal
Building Authority. Finalizing the terms so we can process and close on the CIB loan
next week.
