MINUTES FOR REGULAR COMMISSION MEETING HELD JULY 23, 2001
BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Guy R. Thayne, Commissioner Larry S. Ross, and Commissioner Lorna Stradinger.

Others Present:  Deputy Attorney Roland Uresk, Clerk/Auditor Diane Freston, Supervisor Douglas Nielsen, Joe & Joan Steed and Carol Casey.

Pledge of Allegiance

Road Items:  Supervisor Nielsen reported that the road department is paving Case Lane.  The crew will finish up with the cemetery roads in Altamont, Bluebell, and Altonah this week.

As of last Friday the road department has laid 32,000 ton of asphalt in the upper country, they will be coming close to the 35,000 ton estimated for this year.

Commissioner Ross had some concerns about the shoulders of the newly asphalted road breaking away.   Doug stated that they would be putting some gravel on them to prevent that from happening.  All the new asphalt will be chipped, and flushed, and the main roads will be striped.

Commissioner Ross informed Doug that the trees on Summarell Lane are causing visibility problems.   Doug stated that hew ill aske Mr. Johnson to take care of them.

The commission and Doug discussed the donation fo gravel and the use of two dump trucks for the paving of the Altamont School parking lot.

Commissioner Stradinger raised the question of blacktop for the Ducehsne County Visitor Center in Duchesne.  Mr. Steed, the owner of the property, stated he would get a plan together for a drain system.

Commissioner Ross stated that the parking lot will need some gravel and sloping also.

Doug reported that the final inspection on the Strawberry River Bridges with Horrocks Engineers will be Tuesday morning August 7th, starting with bridge #4.

Approval of Environmental Certifying Officer for CDBG GrantsMotion:   Commissioner Stradinger motioned to approve the position of chairman to become the Environmental Certifying Officer for the Community Development Block Grant Program for Duchesne County.  Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Utah Mini Ranches Phase I Subdivision Final Approval - Joe Steed  Mr. Steed advised the commission that in order to get a permit from the State for the water the Steeds formed South Duchesne Culinary Water Company.  The permit has been applied for with the Utah Division of Drinking Water.

Teresa informed the commission that the planning commission has given a favorable recommendation.

Commissioner Stradinger asked if the water is exclusively for Phase I Subdivision.  Mr. Steed answered that it would supply water for seventy connections.

Motion:   Commissioner Ross motioned to approve the final approval for Utah Mini Ranches Subdivision Phase I.  Commissioner Stradinger second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Utah Mini Ranches Phase II Variance - Joe Steed
Because of the high cost of getting water to the subdivisions Mr. Steed has asked for a variance allowing him to proceed with selling lots in Phase II before the required sale of over 50% of Phase I.

Teresa reported that the request has been passed through the planning commisison with one member voting nay.

Motion:   Commissioner Ross motioned to approve the variance for Utah Mini Ranches Subdivision Phase II.  Commissioner Stradinger second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Office Lease Agreement - Uinta Management Group
The lease was discussed and Troy asked that in addition to the office space in the administration building he would like to lease a room in the county building at 50 East 100 South for the year.  Commissioner Stradinger, Commissioner Ross and Mike Lefler of Buildings and Grounds will evaluate the availability of additional space.   (see attached)

Motion:   Commissioner Stradinger motioned to accept the lease agreement with Uinta Management Group at a rate of $10.00 per square ft. in the amount of $269.17 a month for office space in the County Administration Building located at 734 N. Center Street.   Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Approval of July 9, 2001 Minutes - Commission minutes of July 16th were reviewed and corrections made.

Motion:   Commissioner Ross motioned to accept the minutes with corrections.   Commissioner Stradinger second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Auditor's Office-Vouchers-Time Sheets-Personnel Issues
Personnel Issues:
  Judy Mutton presented membership banking agreements from Wells Fargo Bank and Zions Bank.  These agreements entitle county employees to certain services with special terms and ocnditions.  (see attached)

Motion:   Commissioner Stradinger motioned to adopt both bank programs.  Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Timesheets:   Leann Stewart presented the department head time sheets for review.

Vouchers:   The auditor's office presented vouchers #74139 to #74190 totaling $548,283.89 for approval.

Motion: Commissioner Ross motioned to approve the vouchers.  Commissioner Stradinger second.   Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Motion:   Commissioner Stradinger motioned to set the dates of August 28th & 29th 10:00 AM - 7:00 PM and the August 30th 10:00 AM - 3:00 PM for Board of Equalization Meetings.   Commissioner Ross second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.
