MINUTES FOR REGULAR COMMISSION MEETING HELD JUNE 11, 2001
BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Guy R. Thayne, Commissioner Larry S. Ross, and Commissioner Lorna Stradinger.

Others Present:  Road Supervisor Douglas Nielsen, Clerk/Auditor Diane Freston, Beverly Park, Edmund Bench, Darrell Gillman, Scott Robertson, and Deputy Clerk/Auditor Carol Casey.

Approval of June 6, 2001 Minutes -  The commission minutes were reviewed and corrections made.

Motion:   Commissioner Ross motioned to approve the minutes of June 6, 2001 with corrections.   Commissioner Stradinger second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

1:50 P.M. - Phone Conference with Wasatch County Commission  The commission phoned Wasatch County Commission.  The purpose of the call is to set-up a Solid Waste District Board meeting to coincide with all the commissioners' calendars.  The meeting is set for Wednesday June 20, 2001 at 4:00 P.M. at the County Administration Building in Duchesne.  The main issues for discussion are the approval of the $33,000 from USDA, and equipment needs for the landfill over the next ten years.

Road Items - Supervisor Douglas Nielsen
Commissioner Stradinger read a thank you note from Roger Grimaud, BJ Markham and Laura Lowe to Doug.

We, the inhabitants of Pinion Ridge I and II, and Pinion Retreat wish to extend sincere thanks to Doug and his crew for the excellent job on improving our roads, and to the commissioners for sanctioning the work.

We hope to continue amicalbe relations into the future.

Doug reported the road department is working on the paving in the Altamont area and west of the gas plant.  The trucks are hauling approximately 1,000 tons per day.  Each truck hauls about 140 tons of asphalt, and is using about 30 gallons of fuel per day.  This compares to 75 tons and 90 gallons of fuel per day per truck hauling from Whiterocks pit.

Soil Conservation District Funding Request - Edmund Bench and Darrell Gillman
The district is required to come before the county commission each year and report on the activities of the Soil Conservation District and salinity projects within the county.

Mr. Bench reported that the district received $760,000 in federal funding along with $131,000 from the Colorado River Forum.

Mr. Gillman stated these funds are used for voluntary cost share programs to assist farmers in addressing conservation needs.

The district has received cost share funds toatling $910,000.  Additionally the district has received $65,000 from EPA.  This is to ehlp farmers to come into compliance with the Clean Water Act.

Mr. Bench stated that so far this year the district has authorized the allocation of approximately $450,000.

Last year there were over 2500 students involved on the PAWS program.  The Soil Conservation has sold 10,000 trees this past year.  These are a few of the things the district has been doing with the contributions they receive.

The county has budgeted the Soil Conservation District $5,000 a year to be used to pay a manager, buy supplies, etc.

Motion:   Commissioner Ross motioned that the county auditor issue a check in the amount of $5,000 to be sent to the Soil Conservation District.  Commissioner Stradinger second.   Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Trust Land Administration - Tabby Mountain - Scott Robertson  Mr. Robertson is with the State of Utah School Trust Lands Administration own approximately 28,000 acres that straddles the Duchesne/Wasatch County line.  The Trust Lands Administration's responsibility is to generate income for the beneficiaries.  The beneficiaries include the Common School, Utah State University, Miners Hospital, Reservoirs, School of Mines and the Utah State Hospital.

Mr. Robertsons role is to act as steward to a block of land in the Tabby Mountain area.   In order to properly address historic and current uses, integrity of the land, quality of life, wildlife and the needs of the beneficiaries, the Trust Lands Administration is embarking upon a planning process that will result in development of a comprehensive management plan.  The Trust Lands Administration intends to hold a public meeting to take input from stakeholders, county representatives, adjacent landowners, state agencies and to share information, thoughts and ideas.  The time and place for the public meeting has not yet been scheduled.

Auditor's Office - Vouchers - Time Sheets - Personnel Issues - Tax Adjustments  Vouchers:   Andrea Higbee presented vouchers #73605 to #73678 totaling $130,009.47 for approval.

Motion:   Commissoner Ross motioned to approve the vouchers.  Commissioner Stradinger second.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Time Sheets:  Leann Stewart presented department head time sheets to the commission.
