MINUTES FOR REGULAR COMMISSION MEETING HELD MAY 7, 2001
BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Guy R. Thayne, Commissioner Larry S. Ross, and Commissioner Lorna Stradinger.

Others Present:  Road Supervisor Douglas Nielsen, Deputy Attorney Roland Uresk, Clerk/Auditor Diane Freston, Deputy Clerk/Auditor Carol Casey, Troy Sherrick, Michael Brennan, Beverly Park, Regina Barnhurst, Becky Walton and Sally Walton.

Minutes:   The Commission Minutes for April 30, 3001 were reveiwed and corrections made.

Motion:   Commissioner Stradinger motioned to approve the minutes with corrections.   Commissioner Ross second.  The motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Road Items - Supervisor Douglas Nielsen
Doug stated that the $63,740.00 right-of-way UDOT reimbursement has been located.  It had been posted to the landfill fund and has been corrected.  A check in the amount of $8,718.69 has been issued to UDOT for our 20% share of project #BRO-LC13(2).

Commissioner Thayne asked Doug if he had an amount from the Special Service District #2.  Doug said approximately $750,000.00 will be used on hot mix asphalt and chipping in the Altamont area.  Doug will meet with the Special Service District #2 on May 8th to get their approval.

Commissioner Ross and Doug attended a meeting in Salt Lake relative to the RS-2477 roads in the county.   The Commissioners feel that it is imperative the ocunty identify all RS-2477 rights-of-way that we have intentions of claiming.  It appears there is going tob e a probable negotiation between the county and the federal agency's both BLM and the forest service.  The Commissioners will contact Jerry Allred, Doug Nielsen, Jerry Lisonbee, Jack Wood, Stoney Monks and Clayton Chidester to discuss claiming specific rights-of-ways.   Doug will bring the D & B Road maps fro the group to review.  Commissioner Ross stated that the State of Utah hired Ralph and Dixie Minson to help the counties with the process of identifying the RS-2477 roads.  The meeting is scheduled for Tuesday May 15, 2001 at 9:30 AM in conference room #1.

Last week the commission visited Nine Mile Canyon to review the road and dust conditions in front of the Fasselin Homes.

Motion:   Commissioner Ross motioned for Doug to lay enough cold mix in front of the Fasselin homes to control the dust.  Motion second by Commissioner Stradinger.  Motion carried.  Roll Call Vote:  All Commissioners Voting Aye.

Deloris & Becky Walton - Roads Highway 40-Mile Marker 73
Sally Walton addressed the commission.  She is representing her mother Deloris.  Sally stated that the roads in Cedar Mountain subdivision are so bad that the propane truck can't deliver propane because of the ruts.

Attorney Roland Uresk stated that theoretically the Cedar Mountain subdivision raods are county roads, but the subdivision roads are not necessarily built where the plat map says they are.  A map of the subdivision will need to be reviewed to evaluate if the Walton's road is a county road.

Commissioner Thayne stated that the people who live on roads that are not county owned should get together.  Improvements should be made so at least the service trucks and ambulance could have access for their own safety.

Doug stepped out to review the Cedar Mountain subdivision plat map and will report back to the commission as to the status of the road in question.

Sherrick Computer - Proposal for the Computer Department - Troy Sherrick & Michael Brennan
Troy & Mike presented the commission an "Un-solicited Proposal for the Computer Department to Duchesne County Commission."  Originally in October of last year Sherrick Computer had proposed a bid for computer services.  Sherrick now has an updated proposal for services for 2002-2005.  Mike presented charts with projected county computer budget savings for the next four years in the amount of $193,000.00 per year.  The programs omitted are GIS, CTxMS, Caselle and the jail programs Net RMS and ACRIS.

...............Doug stepped in to inform the commisison that the Walton road is a subdivision road.  The commission directed Doug to have a grader fix the road, however on the plat map a disclaimer states that the ocunty does not have responsibility for maintenance of the road...............

Troy explained the proposal to the commissioners.  He reviewed the services and tech support outlined and informed the commisison that in the proposal there would be someone present during working hours for service and support, and on call seven days a week, night or day.  They would need an office on the premises and a staging area in the old county building for equipment during computer change over each year.

Commissioner Ross suggested that the commission review the proposal with the department heads, and elected officials.  He would also like the deputy attorney to review the proposal, and the county purchasing policy.

Commissioner Stradinger feels  that both Mr. Sherrick and Mr. Brennan should be present for the computer service proposal review with the department heads.   Commissioner Stradinger also thanked Sherrick's Computers for the professional job they did with the computer installation this spring.

Commissioner Thayne delegated to Commissioner Stradinger the coordinating of the information getting out to the departments of the county and the research Commissioner Ross requested.

Independent Auditor's 2000 Audit of Duchesne Coutny
The commission reviewed the independent auditor's report.

Motion:  Commissioner Stradinger motioned to accept he independent audit of Duchesne County for year 2000.  Motion second by Commissioner Ross.  Motion carried.  Roll Call Vote:   All Commissioners Voting Aye.

Commissioner Ross read a letter sent from Leah Webb of Tabiona requesting continual support for the bookmobile program.  Commissioner Ross will write a response letter to the town of Tabiona.

Auditor's Office - Vouchers - Tax Adjustments - Finances
Vouchers:
  Diane Freston, Clerk/Auditor, presented vouchers #73115 to #73168 totaling $73,319.92 for approval.

Motion:  Commissioner Stradinger motioned to approve the vouchers with the exception of the sanity hearing vouchers and including payment to Dr. Richard Hoerl of Englewood, Colorado for a 2 1/2 day management consultation seminar in the amount of $8,835.00.  Commissioner Ross second.  The motion carried. Roll Call Vote:  All Commissioners Voting Aye.
