MINUTES FOR REGULAR COMMISSION MEETING HELD JANUARY 8, 2001 BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Guy R. Thayne, Commissioner Larry S. Ross and Commissioner Lorna Stradinger.

Others Present:  Road Supervisor Douglas Nielsen, County Attorney Herbert Gillespie, Deputy County Attorney Roland Uresk, Building Maintenance Director Neal Potter, Deputy Clerk/Auditor Carol Casey, Beverly Park, Susan Coleman, Roger Holfeltz, Regina Burnhurst, Edythe Larsen, Leslie Whiting and Jean Liddell from the Uintah Basin Standard and KNEU.

Pledge of Allegiance

Motion: Commissioner Stradinger motioned to suspend the reading the minutes aloud. Commissioner Ross feels that copies of the minutes should be made available at the front desk with Draft stamped on each page. Commissioner Ross second. Motion carried. Roll Call Vote: All Commissioners Voting Aye.

Motion: Commissioner Ross motioned to approve the minutes of January 2, 2001 with corrections. Commissioner Stradinger second. Motion carried. Roll Call Vote: All Commissioner Voting Aye.

Motion: Commissioner Stradinger motioned to inform Georg Adams to not send the letters to Senator Hatch and Senator Bennett regarding the FY 2001 Federal Budget FIRE BILL in-as-much as the bill did go through appropriation. Commissioner Ross second. Motion carried. Roll Call Vote: All Commissioners Voting Aye.

Herbert Gillespie - Ethnic Law
Attorney Gillespie presented his annual disclosure statement to be kept on file in the Clerk/Auditor's office. The Attorney then reviewed the disclosure act with the Commission.

Motion: Commissioner Ross motioned to have Deputy County Attorney Uresk prepare a memo (with the Commissioners signature) citing the guidelines concerning the Ethnic Law and violations of the Utah Code 16, 16-A . The memo will be sent to Elected County Official's and Appointed Department Heads. Commissioner Stradinger second. Motion carried. Roll Call Vote: All Commissioners Voting Aye.

Road Items - Supervisor Douglas Nielsen
Supervisor Nielsen stated he will be inspecting the bridge on Arcadia Road's #64 by Hagman's this week. An inspection meeting was set up at the bridge on said road with Doug and the Commissioners on Wednesday January 10.

The Road Department is keeping busy preparing the roads that are scheduled to be paved this coming summer. They are also working on the road near Rex Lamb's residence.

Commissioner Thayne asked if Doug could look at the road near John Uresk's residence and assess the possibility of graveling. The surface is shale and turns to soup every time it rains.

Doug reported that the meeting with the BIA on the Arcadia Road did not go very well. The BIA will not have funds until the year 2003. The BIA would also make all the decisions and the Tribe would be the contractor meaning that the road work would not be let out for bid. The Commissioners feel that they cannot participate if the Arcadia Road is not openly bid.

Supervisor Nielsen will set-up a meeting with Greg Searle, George Thompson and Rex Harrison this month to discuss any alternates to funding the Arcadia Road.

Neal Potter - Discussion and Approval of Sound Geothermal Services   Commissioner Ross informed Neal that he would like him to contact the State Energy Office and have them review his bid proposal draft the Sound Geothermal Service to make sure nothing has been over looked.

Motion: Commissioner Ross motioned to have Neal contact the State Energy Department for review of all heating and air condition systems, and recommendations. Commissioner Stradinger second. Motion carried. Roll Call Vote. All Commissioner Voting Aye.

Bob Baum - Sheriff's Department Concerns
Mr. Baum was not present. Travis Mitchell, Sheriff's Department addressed the Commission. Officer Mitchell stated that Mr. Baum's complaint may be that he feels the officers are watching the bar he recently acquired in Duchesne City. Officer Mitchell informed the Commission that the road officers are instructed not to treat anyone differently. If someone is driving drunk they should be stopped.

Commissioner Stradinger questions why this complaint is brought before the County Commission, it should be a Duchesne City Council matter.

Roger Holfeltz - Un-Funded Mandates
Mr. Holfeltz would like to bring this before the Commission at a later date as he needs more time to prepare.

Discussion of Computer Bids
Commissioner Stradinger feels that the Commission is capable of making a decision. There are three bids from in the County boundaries and should be the only ones considered.

Commissioner Thayne would like to remove the company names on the bids and have the Computer specialist at USU in Roosevelt review them and give a recommendation.

Motion: Commissioner Stradinger motioned to eliminate all computer bids from companies out of the county. Commissioner Ross second. Motion carried. Roll Call Vote: All Commissioners Voting Aye.

Motion: Commissioner Stradinger also motioned to meet with an expert from USU to get their recommendation on specific information regarding mother boards and chip sets. Commissioner Ross second. Motion carried. Roll Call Vote: All Commissioners Voting Aye.

Motion: Commissioner Ross motioned that the winning computer bid must have proof of bonding in the Clerk/Auditor's office three days after awarding the bid. Commissioner Stradinger second. Motion carried. Roll Call Vote: All Commissioners Voting Aye.

Motion: Commissioner Ross also motioned to have Deputy County Attorney Uresk review with the Commission the bonding process concerning coverage for bidding a project and work . Commissioner Stradinger second. Motion carried. Roll Call Vote: All Commissioners Voting Aye.

Commission Chairman.  Commissioner Ross nominated to re-appoint Commissioner Guy R. Thayne as Commission Chairman for 2001.  Commissioner Ross moved that nominations cease. Commissioner Stradinger second.  Commission Board and Department Assignments-2001 are as follows:

.....Troy Cooper, Barbara Mathis, and Dr. Guy Denton joined the meeting.....

Extension Program Review of 2000 and input for 2001 - Troy Cooper, Barbara Mathis, and Dr. Guy Denton
Troy brought the Commission up to date on what the 4-H and Agriculture Programs have been doing in the County this past year. Troy also presented the 2001 Agreement between the USU Extension and the County for review.

Barbara is over Family Consumer Sciences and the 4-H Program. Barbara stated that the County sent 100 County exhibits to the State Fair this year. Thirteen of these were given top honors.

The Extension has received a grant for $32,000 for the Youth with Promise Program, also a Food and Nutrition grant to hire a nutritionist to help in the home.

Dr. Denton thanked the County Commission for their support with the new Uintah Basin Branch Campus building. He reported that the quarterly enrollment at the Campus is up $150,000 increase due to enrollment.. The College is in the process of hiring more teachers to help with the overload.

Dr. Denton reviewed with the Commission some of the long term plans for the Campus in Roosevelt, and Vernal.

Vouchers:   Deputy Clerk/Auditor Andrea Higbee presented vouchers # 71703 to #71760 for 2000 budget year totaling $120,084.10 and #71761 to 71793 for 2001 budget year totaling 138,769.91 for approval.   

Motion: Commissioner Ross motioned to approve the vouchers. Commissioner Thayne second. Motion carried. Roll Call Vote: All Commissioners Voting Aye.
