MINUTES FOR REGULAR COMMISSION MEETING HELD JANUARY 2, 2001 BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioner Lorna Stradinger Oath of Office
Duchesne County Clerk/Auditor Diane Freston administered the Oath and Commissioner Lorna Stradinger took her Oath of Office.

Present for the Swearing in:  Commissioner Lorna Stradinger, Commissioners Guy R. Thayne, and Larry S. Ross, Clerk/Auditor Diane Freston, Recorder Carolyne Madsen, Assessor Greg Garff, Treasurer Colene Nelson, County Attorney Herbert Gillespie, Deputy County Attorney Roland Uresk, Georg Adams Emergency Mgt., Kathy Heaps, Kris Bancroft, David Allison, Spencer Stradinger, Kirk Stradinger, Luke Stradinger, Ole Olsen, Louise Olsen, Beverly Park, Regina Barnhurst, Sue & Keith Coleman, Edythe Larson, Leann Stewart, and Katie Nelson from the Uintah Basin Standard.

Commissioner Stradinger addressed the group with an acceptance speech. Commissioner Ross welcomed Commissioner Stradinger to the Board of County Commission. Commissioner Thayne also welcomed Commissioner Stradinger to the Board of County Commission.

Commissioner Thayne thanked the group for coming and announced that the Commission would now prepare to go into Commission Meeting. Those who wished to stay were welcome to do so.

Commissioners Present:  ommission Chairman Guy R. Thayne, Commissioner Larry S. Ross and Commissioner Lorna Stradinger.

Others Present:  Acting Road Supervisor, Jerry Lisonbee, Clerk/Auditor Diane Freston, Sue & Keith Coleman, Beverly Park, Regina Barnhurst, Ole Olsen, Louise Olsen and Carol Casey.

Pledge of Allegiance

Minutes: Minutes for December 28, 2000 were read by Commissioner Thayne.  Motion: Commissioner Ross motioned to approve the minutes with corrections. Commissioner Thayne second. The motion carried. Roll Call Vote: All Commissioner Voting Aye.

Road Items: Acting Road Supervisor Jerry Lisonbee
Jerry informed the Commission that traffic counters were being placed in three locations on county road #64 & #65 in Arcadia, and the Midview Reservoir area. The Bridge on county road #64 near the Hagman residence may need replaced with a wider bridge. The river runs parallel with the road which will make things difficult. The Commission would like to go with the County Surveyor and Jerry for an inspection of the bridge to determine the best route for realignment. Keith Coleman suggested that the county get an engineer and do it right. The commission said that when UDOT got involved with funding then engineering would be done.

Jerry reported that the road crews are currently working on the road near Rex Lamb's residence.

It was stated that the BIA office needs to finish their paperwork and sign the Right of Way Agreement. Dave Allison from the BIA may need another set of plat maps. Jerry will check into it.

Commissioner Ross asked Jerry to respond to a complaint he had received regarding a private citizens speed control antics. Jerry will send a letter informing them to discontinue and leave speed control to the Sheriff's department.

Motion: Commissioner Ross motioned to have Georg Adams, Fire and Emergency Management Director prepare a letter of complaint to be sent to Senator Hatch, and Senator Bennett regarding the halt of money being appropriated in committee concerning the FY 2001 Federal Budget FIRE BILL. Commissioner Stradinger second. Motion carried. Roll Call Vote: All Commissioners Voting Aye.

Auditor's Office - Vouchers - Diane Freston
Vouchers for Year 2000: Diane Freston, Clerk/Auditor presented Vouchers #71583 to #71628 totaling $85,342.89.  Motion: Commissioner Ross motioned to approve vouchers #71583 to #71628. Commissioner Stradinger second. Motion carried. Roll Call Vote: All Commissioners voting Aye.

Vouchers for Year 2001: Diane Freston, Clerk/Auditor presented Vouchers # 71629 to #71702 totaling $34,483.75.  Motion: Commissioner Stradinger motioned to approve vouchers #71629 to #71702. Commissioner Ross second. Motion carried. Roll Call Vote: All Commissioners voting Aye.

Heating and HVAC Systems review - Geo Thermal Discussion  Commissioner Ross advised the other commissioners that the heating and cooling systems for the Administration Building are 15 years old and are in need of updating.

Motion: Commissioner Ross motioned to have an engineering firm review all alternatives of the heating, and cooling systems for both the Administration Building and the Justice Center in Duchesne, and to include all utility costs with this review. Neal Potter was asked to pursue the matter. Commissioner Stradinger second. Motion carried. Roll Call Vote: All Commissioners voting Aye.

Emergency Alarm System
Commissioner Ross feels that the price quote received for a Panic Alarm System is too high. He would like to draw up some specifications as to what is needed, and then offer it for bid.

Commissioner Stradinger questioned why a Panic Alarm System was necessary. Judy Mutton explained that the Treasurers office and the Recorders office had been threatened lately by irate angry customers and there was a concern for the employees safety.

Motion: Commissioner Ross stated that now that a suggested price has been received for a Panic Alarm System he would make a motion to review all County Buildings for Panic Alarm requirements, and to have it offered for bid. Commissioner Stradinger second. Motion carried. Roll Call Vote: All Commissioners voting Aye.

Approval of AGRC (GIS Assistance) Grant from the State of Utah  The County GIS Assistance Program Funding Committee of the State of Utah has agreed to fund an additional $20,000 dedicated to the ongoing Quiet Title Litigation and requested that Duchesne County accept the grant by motion in a regularly scheduled Commission Meeting.

Motion: Commissioner Stradinger motioned to sign the appropriate paperwork to obtain the additional grant money for GIS assistance. Commissioner Ross second. Motion carried. Roll Call Vote: All Commissioners voting Aye.

Adjournment to Conference Room #1 for Special Working Public Session at 1:20 PM.
