MINUTES FOR REGULAR COMMISSION MEETING HELD NOVEMBER 6, 2000 BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Guy R. Thayne and Commissioner F. Ted Kappen.

Commissioner Absent: Commissioner Larry S. Ross was attending a Severance Tax meeting in Salt Lake City.   

Others Present:  Diane Freston, Clerk/Auditor, Road Supervisor Douglas Nielsen, Carol Casey, Merv Wardle, Pat Wardle, Debra Payne, Cindy Smith, Bill Wall, Betty Marshall, Donald Marshall, Joe Bistryski, Beverly Park, Sue Coleman, Roger Holfeltz, Ed Curry.

Minutes: Minutes for October 30, 2000 were read by Commissioner Thayne.  Motion: Commissioner Kappen motioned to approve the minutes with corrections, Commissioner Thayne second. The motion carried. Roll Call Vote: Both Commissioners Voting Aye.

Road Items - Supervisor Doug Nielsen
Supervisor Nielsen reported on the past weeks Road Department Activities. Kent Parsons was able to complete his work on the Tabby Mountain TV towers as discussed on Oct 30th. There was 20 inches of snow on the ground, but the road dept got him in and out.

In checking with UDOT about the request for work to be done on Ioka Lane Doug was told that $300,000.00 will be spent on replacing the culvert at Dry Gulch on US 40 by Ioka Lane this coming year.

The bid opening for the Bridgework on Strawberry Bridges 4, 5, 6, 7, will be November 21 at 2PM at the UDOT Headquarters in SLC - 4501 S. 2700 W. Main Floor Conference Room.

There is no new news concerning the Arcadia road contract with BIA. Vern Palmer and Rex Harrison have not met yet.

Cindy Smith - Bus Stop Road
Cindy came in with new information concerning the possible school bus road issue. She presented a map of CMT #9 Phase 4 roads given to her by Fords which stated that the roads were certified. After much discussion it was determined that Doug would visit the area again with both the County map and Cindy's map and report back.

Approval of 2001 County Bookmobile Contract
This item will be postponed until next week when Commissioner Ross will be in attendance.

Merv Wardle - Pinon Ridge Road
Mr. Wardle asked about some road work he had requested be done earlier this year on Pinon Ridge. He stated that he and his wife had health problems and needed to be able to get to a hospital when needed. In July of this year the commission set up a committee to work with Doug to prioritize the work to be done on Pinon Ridge. The committee consists of Sheryl Pollick, BJ Markham and Roger Grimaud. Doug will get his direction from them and report to the commission. The road department has finished their summer construction work and will be doing minor work on smaller roads this fall and will be in Mr. Wardle's area soon as weather permits.

Bill Wall - Extension on Valley View Subdivision
Mr. Wall was present to request a hardship extension on finishing the Valley View Subdivision due to the early winter.  Motion: Commissioner Kappen motioned to give Bill Wall until August 30th , 2001 to complete the Valley View Subdivision work. Commissioner Thayne second. The motion carried. Roll Call Vote: Both Commissioners Voting Aye.

Discussion and Adoption of Resolution 00-20 "A Resolution designating the day after Thanksgiving as the Duchesne County Employees Personal Preference Vacation Day Annually"
This item will be postponed until next week because Attorney Gillespie had a question on the resolution and has been in court all day and couldn't review it yet.

Discussion and Adoption of Resolution 00-21 "A Resolution amending the Duchesne County Policy and Procedures Manual Section 8 in regard to Compensation"

Judy Mutton, Personnel Director presented the revised Section 8 of the Policy and Procedure Manual regarding employee compensation. These items were discussed in the October 23rd commission meeting.

RESOLUTION NO. 00-21  A resolution amending the Duchesne County Policy and Procedures Manual Section 8 in regard to Compensation  (Refer to Clerk's Office)

Motion: Commissioner Kappen motioned to approve Resolution 00-21. Commissioner Thayne second. The motion carried. Roll Call Vote: Both Commissioners Voting Aye.

Auditor's Office - Vouchers - Department Head Time Sheets - Tax Adjustments  Vouchers: Diane Freston Clerk/Auditor presented vouchers #70869 to #70960 totaling $168,427.06 for approval.  Motion: Commissioner Kappen motioned to approve the Vouchers. Commissioner Thayne second. The motion carried. Roll Call Vote: Both Commissioners Voting Aye.

Lorraine Richens - Request for Greenbelt reinstatement
Mrs. Richens explained the conditions of her greenbelt property. By an innocent error the assessor's office dropped the greenbelt classification on her property. The commission acknowledged the error and asked the assessor to work with Mrs. Richens and to reinstate the property to greenbelt.

Executive Session, Pending Litigation
Motion: Commissioner Kappen motioned to go into Executive Session to discuss Possible Litigation. Commissioner Thayne second. Motion carried. Roll Call Vote: Both Commissioners Voting Aye.
