MINUTES FOR REGULAR COMMISSION MEETING HELD ON MARCH 13, 2000 BEGINNING AT 1:00 P.M. IN THE COMMISSION BOARD ROOM
IN DUCHESNE, UTAH

Commissioners Present:  Commission Chairman Guy R Thayne, Commissioner F Ted Kappen, and Commissioner Larry S Ross.

Others Present:  Roland Uresk Deputy County Attorney, Diane Freston County Clerk/Auditor, Shelley Brennan Executive Secretary, Clerk/Auditors Office Taking Minutes. Brent & Shelia Olsen, Sue Coleman, Beverly Park, Regina Burnhurst, Randy Hardman, Ed Bench & Darrell Gillman with Soil Conservancy, Ginger Casper Chairman, Jerry Lisonbee, Jamie Park Vice Chairman, Glenna Mayhew Secretary Duchesne County Fair Board and Bill Crittenden.

Motion: Commissioner Kappen motioned to begin meeting with Commissioner Ross as acting Chairman until Commissioner Thayne got here. Commissioner Ross second, the motion carried. Roll Call Vote: All Commissioners Voting Aye.

Pledge of Allegiance

Minutes: Minutes for March 6, 2000 were read.

Commissioner Thayne joined the meeting.

Motion: Commissioner Kappen motioned to approve the minutes with corrections, Commissioner Thayne second, the motion carried. Roll Call Vote: All Commissioners Voting Aye.

Commissioner Ross stepped down as acting Chairman.

Road Issues - Supervisor Nielsen
Supervisor Nielsen presented Payment Request #13 in the amount of $14,505.90 from Horrocks Engineers for the Arcadia Road Project. Supervisor Nielsen stated that the project will go over the Contract amount. The Commission stated that they would like a letter from Horrocks stating that the County will no longer have a part in this project. They would also like to know where the extra money would come from to cover the amount that exceeds the contract. Supervisor Nielsen will contact Rex Harrison with Horrocks Engineers, he will report back next week.

Opening of Rodeo Bids -
The County Commission received the following bids for the Duchesne County Fair Rodeo for the years 2000, 2001, 2002:

Circle J Rodeo   $6,000
Chrystal Brothers Rodeo   $11,800
Elkhorn Rodeo Company   $7,000
Slash T Rodeo   $8,750
Clegg   $5,000 - 1st yr., $5,300 - 2nd yr., $5,600 - 3rd yr.
Crittenden Slash C Rodeo   $5500

The Duchesne County Fair Board will review the bids and come back next week with their recommendation.

Soil Conservation - Darrell Gillman, and Ed Bench
Mr. Gillman and Mr. Bench were present to request the $5,000 dollars that is budgets for the Soil Conservation. They also updated the Commission on the tree program and the PAWS program.

Motion: Commissioner Kappen motioned to release the money budgeted for the Soil Conservation Commissioner Ross second, the motion carried. Roll Call Vote: All Commissioners Voting Aye.

Agreement with Local Alarm Monitoring
Roland Uresk Deputy County Attorney stated that he has been in contact for services at the County Administration Building with Dawn Farr and the concerns and questions he had to not pertain to this agreement. It is his recommendation that we approve the agreement.

Motion: Commissioner Ross motioned to approve the Agreement with Local Alarm for the Administration Building Commissioner Kappen second, the motion carried. Roll Call Vote: All Commissioners Voting Aye.

Affordable Housing Plan - Uintah Basin Association of Governments  The Association of Governments was unable to be present to discuss this item. It will be moved to next weeks agenda.

Commissioner Ross stated that he put together a letter to the Utah Association of Counties (UAC) pertaining to the lawsuit against the Department of the Interior concerning RS2477 roads rights-of-ways and the Counties position. He would like to have this on next weeks agenda for discussion.

Auditor's Office - Vouchers - Department Head Time Sheets - Tax Adjustments - Personnel Issues

Diane Freston Clerk/Auditor presented voucher #???? #???? totaling $???? for approval.

Motion: Commissioner Kappen motioned to approve the Vouchers Commissioner Ross second, the motion carried. Roll Call Vote: All Commissioners Voting Aye.

Commissioner Ross received a phone call.
