A. Documents to be submitted to the Duchesne County Building Safety Department for the building permit application process:

 

1. Legal description of property and proof of ownership. This can be a Tax Notice, Recorded deed or a Purchase Contract. This will include proof of legal deeded access to property.

NOTE: If access is from a Duchesne County maintained road/highway, an approach permit from the Duchesne County Road Department may also be required. Contact the Duchesne Road Department at 738-2468. If access is from a State maintained highway, an approach permit from the Utah State Department of Transportation may also be required . Contact Karen Baker at (801) 227-8000.

 

2. Any building site must meet minimum zoning requirements prior to the issuing of any building permit.

Note: If the building site is a division off of a larger parcel of land, not within an approved     subdivision, a survey by a Utah-licenced surveyor will be required prior to issuing any      building permit.

3. A copy of a Waste Water Disposal Permit from the TriCounty health department, Contact:

4. For Residential or Business uses, evidence of an approved culinary water source supply will be required. This can be proven by;

A.  A receipt for connection to a State approved culinary water system.

B.  Proof of an existing culinary water well.

C.  A permit for a new culinary water well.  (For a water well permit or questions concerning water wells contact the State Engineers Office at 781-0770.)

D.  Submitted design for an individual culinary water cistern system. Design for cistern systems will be reviewed for minimum health and water supply requirements prior to approval by the Chief Code Official.

 

5. Submit name, address and phone number of the owner of the project and property. Submit all of the contractors names, business addresses, phone numbers and license numbers that will be working on the project. If owner builder project, an owner builder exemption form will be required.
6. Indicate what type of use the building is for and the approximate valuation of the project. Identify and describe the work that is to be covered by the permit. This will require the following;

        Submit two (2) sets of plans showing the following:

a.  Plot plan showing set backs from property lines, right-of-ways, and location of roads and utilities.

b.  Footing and foundation details, reinforcement, ventilation, water proofing, etc.

c.  Floor plans showing room use, location of window and door with sizes and types, attic and crawl space access location and size, location of furnace and water heater.

d.  Elevations of all four sides of buildings.

e.  Framing detail plans for floor and roof showing size and spacing of framing members, details and cross sections adequate to show structural integrity of building and insulation type and R-values.

f.  Electrical plan showing wiring methods and size and number of outlets on each circuit along with the fixture, outlet and distribution panel locations. Building load calculations and service sizing may also be required.

g.  Plumbing layout showing number of fixtures on each line and vents.

h.  Details-Stair cross section, fireplace cross section, special features.

A plan review will be conducted on the above plans to confirm compliance with the provisions of the adopted minimum building safety standards. If the plans do not show compliance, they will be returned for revision. NOTE: Any structural items that are not covered under Volume 1 of the 1997 U.B.C. for conventional framing will be required to be engineered by a Utah Licensed Engineer. Plans that indicate compliance will be stamped approved. One set will be returned for on site inspection use and must be present during inspections. The other will remain as record in this office for a period of one year after project completion or permit expiration.

 

B. INSPECTION REQUIREMENTS:

INSPECTION NOTIFICATION

Due to the area coverage size, a minimum 24-hour notice will be required for any afternoon inspections and a 48-hour notice will be required for any morning inspections. Conformation of appointment day will be given however time of inspection will not be guaranteed.

ALL BUILDINGS OR STRUCTURE SHALL BE INSPECTED ACCORDING TO THE APPROVED PLANS. ANY CHANGES TO THE APPROVED PLANS OR SUBSTITUTE OF MATERIALS SHALL BE SUBMITTED TO THE CHIEF CODE OFFICIAL FOR APPROVAL BY THE OWNER, BUILDER AND/OR ARCHITECT/ENGINEER PRIOR TO ANY CHANGES BEING INCORPORATED IN THE STRUCTURE.

APPROVAL REQUIRED

NO WORK SHALL BE DONE ON ANY PART OF THE BUILDING OR STRUCTURE BEYOND THE POINT INDICATED IN EACH SUCCESSIVE INSPECTION WITHOUT FIRST OBTAINING AN INSPECTION AND APPROVAL OF THE CODE OFFICIAL.

Inspections are required on the following:

  1. Presite; for confirmation of setbacks, property location and soil conditions

  2. Footings; for confirmation of reinforcement placement and footing form size

  3. Foundation; for confirmation of reinforcement placement, anchoring provisions, window/door or excess locations and form shoring

  4. Bond beams; for masonry foundation and wall construction only

  5. Foundation waterproofing when required

  6. Underground plumbing form home to sewer and water source

  7. Under floor slab for moisture barrier and under floor plumbing, electrical and heating

  8. Floor framing prior to sheathing

  9. Roof and wall sheathing, prior to finish coverings

  10. *Rough electrical for wire and box installation and distribution panel location

  11. *Rough plumbing (pressure test and installation of DWV piping, gas piping, water piping)

  12. *Rough mechanical for duct and vent installation

  13. *Rough framing prior to insulation or any other coverage

  14. *Insulation and moisture barrier installation for model energy code requirements

  15. Fire Code dry wall and drywall installation prior to plastering

  16. **Final electrical

  17. **Final plumbing

  18. **Final mechanical

  19. **Final framing

*The above items with one asterisk can be conducted at the same time.

**The above items with two asterisks can be conducted at the same time.

OCCUPANCY REQUIREMENTS

THERE SHALL BE A FINAL INSPECTION AND APPROVAL, AND A CERTIFICATE OF OCCUPANCY SHALL BE ISSUED ON ALL BUILDINGS AND STRUCTURES PRIOR TO THEIR BEING OCCUPIED OR USED.

 

C. GENERAL DESIGN INFORMATION

For determining minimum Building Safety Standards, Duchesne County has adopted the following:

  • The Uniform Building Code (UBC) 1997 edition
  • The International Plumbing 1997 Edition, the Uniform
  • Mechanical 1997 edition, the National Electrical Code
  • 1996 edition, and the Uniform Fire Code 1997 edition

Some of the general provisions for residential construction are as follows:

 

1. EGRESS:
A. A minimum of one means egress from any residential building 3000 square feet or less is required by Table 10-A.
B. In sleeping area you must provide means of emergency escape by the use of an operable window or door that opens directly to the exterior of the building or an approved fire-rated corridor. The minimum clear open able area must meet the following. Sec. 310.4

Emergency escape window size requirements are as follows:

  1. The minimum clear height is 24 inches.
  2. The minimum clear width is 20 inches.
  3. The minimum clear area is 5.7 square feet.
  4. The maximum sill height is 44 inches.

 

C. Basements in dwelling units and every sleeping room below the fourth story shall have at least one operable window or door approved for emergency escape or rescue which shall open directly into a public street, public alley, yard or exit court.-- Sec. 310.4

 

D. Escape and rescue windows with finished sill heights below the adjacent ground elevation shall have a window well and shall comply with the following:
  1. The clear horizontal dimensions shall allow the window to be opening of nine (9) square feet, with a minimum dimension of 36 inches.
  2. Window wells with a vertical depth of more than 44 inches shall be equipped with an approved, permanently affixed ladder or stairs that are accessible with the window in the fully open position.
2. SMOKE DETECTOR REQUIREMENTS:

 

A. A smoke detector is required on the ceiling or wall in each sleeping area and at a point centrally located in the corridor or area giving access to each separate sleeping area. Detectors shall sound an alarm audible in all sleeping area of the dwelling in which they are located. -- Sec. 310.9.1.4

 

B. Smoke detectors are required to be wired to the building's power source and shall be equipped with a battery backup. -- Sec. 310.9.1.3

 

3. STAIR REQUIREMENTS:

 

A. A stairway in a dwelling must be at least 36 inches wide and have landings at the upper and lower levels at least 36 inches in length in the direction of travel.

 

B. Private stairways shall be constructed with the maximum stair rise of 8 inches and a minimum run of 9 inches. --Sec. 1003.3.3.3 exc.#1

 

C. A handrail shall be provided on at least one side of an enclosed stairway and on the open side of a open stairway a minimum height of 34 inches to maximum height 38 inches above the nosing if there is 4 or more risers. -- Sec. 1003.3.3.6

 

D. A guard rail shall be provided for open stairway, floors or other locations that are more than 30 inches above grade or the floor below. The guardrail shall be a minimum of 36 inches in height (residential only) and may not have intermediate openings greater than 4 inches. Sec. 509

 

E. Every stairway shall have a headroom clearance of not less than 6 feet 8 inches. Such clearances shall be measured vertically form a plane parallel and tangent to the stairway tread nosing to the soffit above at all points. -- Sec. 1003.3.3.4

 

4. HEATING:

Dwelling units, guest rooms and congregate residences shall be provided with heating facilities capable of maintaining a room temperature of 70 degrees F. At a point 3 feet above the floor in all habitable rooms. -- Sec. 310.11

 

5. MINIMUM INSULATION REQUIREMENTS:

R value for the walls shall be R-19
R value for the roof shall be R-38
R value for the floor shall be R-19

 

6. ROOM DIMENSIONS:

 

A. Habitable space shall have a ceiling height of not less than 7 feet 6 inches. Kitchens, halls, bathrooms and toilet compartments may have a ceiling height of 7 feet measured to the lowest projection. If the ceiling is sloping, then the minimum height is required in only ½ of the area. -- Sec. 310.6.1

 

B. Every dwelling unit shall have at least one room which has not less than 120 square feet of floor area. Other habitable rooms except kitchens shall have an area of not less than 70 square feet. -- Sec. 310.6.2

 

C. Habitable rooms other than a kitchen shall not be less than 7 feet in any dimension. Sec. 310.6.3.

 

7. LIGHT:

Habitable rooms and guest rooms within a dwelling unit or congregate residence shall be provided with natural light by means of exterior glazed openings with an area not less than one tenth of the floor area of such rooms with a minimum of 10 square feet. Sec.1203.2

 

8. EXPIRATION OF PERMIT:

Every permit issued by the Building Safety Department under the provisions of the adopted minimum safety standards shall expire by limitation and become null and void if the building or work authorized by such permit is not commenced within 180 days from the date of such permit, or if the building or work authorized by such permit is suspended or abandoned at any time after the work is commenced for a period of 180 days.

 

9. EXTENSION OF PERMIT TIME

Any person holding an unexpired permit may apply for and extension of the time within which work may commence under that permit when the permit holder is unable to commence work within the time required for a good and satisfactory reason. The Chief Code Official may extend the time for action by the permit holder for a period not exceeding 180 days on written request by the permit holder showing that circumstances beyond the control of the permit holder have prevented action from being taken. -- Sec. 106.4.4

 

10. FOUNDATION REQUIREMENTS:

U.B.C. Chapter 19, Section 1914.3.1© is amended by the State of Utah as follows:

EXCEPTION: The foundations for buildings or portions thereof which are constructed in accordance with the conventional framing requirements specified in Chapter 23 of the code shall be deemed to meet the requirements of this section if they are constructed as follows:

  1. Minimum wall thickness: 8 inches;
  2. Maximum wall height: 8 feet;
  3. Wall Steel: No. 4 deformed bars with a minimum yield strength of 60,000 psi not more than 24 inches on center vertically and horizontally, or No. 4 deformed bars with a minimum yield strength of 40,000 psi not more than 16 inches on center vertically and 24 inches on center horizontally. All bars shall be placed in the center of the wall.
  4. Openings: (Door & Windows) Two No. 4 bars on all sides of openings extending so as to develop the bar beyond the corners of the openings.
  5. Dowels: Dowels with a standard hook shall be place in the footing so as to match the wall steel, and extend at least 12 inches into the wall.
  6. Limitation: This exception may not be used for structures located where the difference in grade from one side of the structure to the other is more than 5 feet, or for walls retaining more than 4 feet of soil and which do not connect to floor diaphragms, or for walls containing openings more than 6 feet wide. Foundation plates or sills shall be bolted to the foundation wall with not less than ½ inch nominal diameter bolts embedded at least 7 inches into concrete and spaced not more than 6 feet apart. Bolts should be located within 12 inches of each end of each piece. -- Sec. 1806.1 and 1806.6 and table 18-I-D

Foundation plates or sills shall be of wood pressure treated with an approved preservative, or foundation grade redwood, all marked or branded by an approved agency. -- Sec. 2317.4

 

10. PRIVATE GARAGES AND CARPORTS:

A private garage not over 1,000 square feet in area may be attached to a dwelling if the garage side attached to the dwelling ( walls and ceiling) are fire protected. --Sec. 302.4

A carport having no enclosed uses above and entirely open in two or more sides need not have a fire separation between the carport and the dwelling. -- Sec. 508

 

11. MINIMUM MATERIAL STANDARDS

All lumber, wood structural panels, particle board, structural glued-laminated timber, end-jointed lumber, fiberboard sheathing (when used structurally), hardboard siding (when used structurally), piles and poles regulated by this chapter shall conform to the applicable standards or grading rules specified in this code and shall be so identified by the grade mark or a certificated or inspection issued by an approved agency. Section 2304.1

 

SPECIAL REQUIREMENTS

Liquefied Petroleum Gas Appliances

Utah State has Amended Section 304.6 of the Uniform Mechanical code by adding the following exception;

LP Gas burning appliances may be installed in basements or crawl space of buildings with not more than 6,000 square feet per floor and not classified as group E, H or I occupancy,

PROVIDED:

 

A. All new systems shall be installed in accordance with NFPA Article 58 and 54.

 

B. The entire gas system shall be pressure tested and inspected for leaks as set forth in NFPA Article 54, Sections 4.1.1 through 4.3.4 and all tanks, piping, regulators, gauges, connectors, valves, vents, thermostats, pilots, burners and appliance controls shall be inspected for proper installation and function as administered and required by Utah State LPG Board and reinspected every five years thereafter. Inspector shall be a certified LPG serviceman as provided by the Liquified Petroleum Gas Act.

 

C. All new LPG systems installed in basements shall be inspected by a certified LPG serviceman and approved before occupancy is allowed. All existing below grade installations shall be inspected and approved within five years of adoption of this program and every five years thereafter.

 

D. A visible tag indicating system has successfully passed gas check inspection shall be affixed to LPG supply tank. Tag shall indicate name of company, certification number of inspector, and date of inspection.

 

E. An approved and listed audible LP gas detector alarm shall be installed in all new below grade installations in accordance with manufacturers listing and shall be audible in the occupied area of the building.

In addition to the State amendment Duchesne County has added

In addition LP Gas burning appliances located in a crawl space shall;

  1. Be mounted so that any possible ignition source from the appliance is located 18" minimum above the highest grade point within the space and;
  2. any possible ignition source within the space is located 18" of greater above the highest grade point within the space and; 
  3. Be provide with an exterior access located at the lowest grade level of the space and at grade level of the exterior of the building and;
  4. the appliance is a direct vent style appliance that communicates directly to the outside for combustion air and exhaust gas vent and is equipped with a combustion chamber preignition purge device.
